How to Backdate Council Tax Reduction in Walsall
When Backdating Applies
Normally, your Council Tax Reduction starts from the Monday after Walsall Council receives your application — or from the date the DWP sends notification if you applied through Universal Credit. But if you should have been claiming earlier and didn't, you can request that your award is backdated to an earlier start date.
Backdating means the council applies the CTR discount retrospectively. If you've been paying full council tax during a period when you would have qualified for a reduction, the backdated award creates a credit on your account. You can either have that credit refunded or applied to future instalments.
The Council's Discretion and Supporting Evidence
Walsall has discretion over whether to backdate a claim. Explain why you did not apply earlier and cover the full period you are asking the council to consider. A clear explanation and supporting evidence can help, but a backdated award is not automatic.
Examples of evidence that may support your request include:
- Medical certificates or hospital admission records showing illness or incapacity
- Bereavement documentation
- Records of a council application-system failure
- Council correspondence showing that you were given incorrect advice
How to Request Backdating
Submit a written backdating request alongside your CTR application — or separately if you already have an active claim. The request should state clearly:
- The date you want the award to start from
- Why you didn't apply at that time
- Why the reason persisted for the entire period between that date and when you actually applied
Attach supporting evidence. Medical certificates with dates, hospital discharge letters, or written correspondence from the council that shows incorrect advice was given. The more specific and documented your evidence, the stronger the case.
You can email the request to [email protected] or post it to Benefits Service, Walsall Council, Civic Centre, Darwall Street, Walsall WS1 1TW.

How Far Back Can You Go?
Walsall's scheme allows the council, at its discretion, to treat a claim as made up to 12 months before it receives your request. The council decides whether to backdate within that limit, based on your circumstances and evidence.
If Your Backdating Request Is Refused
If Walsall refuses your request, you can ask for a written Statement of Reasons within one month of the decision notice. To challenge the decision, send Walsall a written notice explaining your grounds. If the council issues a decision and you remain aggrieved, appeal to the Valuation Tribunal within two months of that decision. If the council does not respond within two months, appeal within four months of the date you first contacted it.
