Townsville Pensioner Rates Concession

What Townsville Pensioners Get

Townsville City Council provides pensioner rate relief through two channels: the statewide Queensland Pensioner Rate Subsidy and a local council concession defined in Townsville's annual Revenue Statement.

The state subsidy is the same across all Queensland councils — a 20% discount on gross rates, capped at $200 per year ($100 per half-year).

The Townsville local concession is additional rate relief funded from council revenue. The specific amount varies by property rating category and is set each year in the Revenue Statement adopted alongside the annual budget. Contact Townsville City Council for your property's exact local concession figure, as it depends on your differential rate category.

The 5% Prompt Payment Discount

Townsville offers a 5% prompt payment discount on the net balance of your rate notice — and this discount is available on top of the pensioner concession. It is calculated after both the state subsidy and council concession have been applied.

To claim it, you must pay your remaining balance in full by the due date printed on the notice. If you miss the deadline, you forfeit the prompt payment discount but your pensioner concession itself is not affected.

For a pensioner with a $2,000 annual rates bill after concessions, the 5% discount is worth $100 — a meaningful additional saving if you can pay on time.

Townsville's Strict Life Tenancy Rules

Townsville City Council enforces particularly strict criteria for life tenancy concession claims. A life tenant can apply for the pensioner rate subsidy and local concession, but only if:

  • The life tenancy was created by a valid Will that took effect after the testator's death, or by a Supreme Court or Family Court order
  • The life tenant does not hold a major property interest elsewhere
  • The applicant can produce a complete copy of the Probated Will, Grant of Probate, or Court Order

Informal family arrangements — even longstanding ones where a parent has lived in a child's property for years — do not qualify in Townsville. The council requires formal legal documentation establishing the right to reside for life and the legal obligation to pay council rates.

Ordinary leases are also excluded. If you rent a property in Townsville, even from a family member, you are not eligible for the rate concession.

Overdue Rates and Penalty Interest

Townsville charges 12.19% per annum compound interest on overdue rate balances, calculated daily. This is one of the highest penalty interest rates in Queensland, and the compounding means the debt grows faster than a simple interest calculation.

If you cannot pay your rates on time, contact Townsville City Council's concessions and hardship team before the due date. A payment arrangement — weekly, fortnightly, or monthly instalments — prevents legal recovery action from starting while you pay down the balance.

The state pensioner subsidy cannot be withheld because your rates are overdue. Queensland scheme guidelines protect the $200 state subsidy regardless of account status.

Who Qualifies

Standard Queensland eligibility:

  • Hold a Centrelink Pensioner Concession Card (PCC) or DVA Gold Card (All Conditions / TPI)
  • Your name on the property title deed
  • The property is your principal place of residence

Townsville specifically recognises DVA Gold Card holders marked TPI (Totally and Permanently Incapacitated). Queensland Seniors Cards, Health Care Cards, and Commonwealth Seniors Health Cards do not qualify.

How to Apply

  1. Gather your rate notice (assessment number), PCC or DVA Gold Card, and proof of address
  2. Complete the pensioner concession application through Townsville City Council — available online, in person at the Walker Street office, or by post
  3. Sign the CCeS electronic consent for automated card verification with Services Australia
  4. For DVA cards where CCeS cannot verify, submit copies of the front and back of your card
  5. Keep your receipt or confirmation number

Once approved, the concession renews automatically via CCeS. Notify council if you move, sell, or your card is replaced.
