Ipswich Council Pensioner Rates Concession
What Ipswich Pensioners Receive
Ipswich City Council runs a two-part concession for pensioner homeowners, and the second part is one most people miss.
Every eligible pensioner in Queensland receives the state-funded Pensioner Rate Subsidy Scheme — a 20% discount on gross council rates, capped at $200 per year. That applies in Ipswich the same as everywhere else.
On top of the state subsidy, Ipswich City Council funds its own local remission from general rate revenue. For the 2026/27 rating year:
- Maximum pension holders: up to $248 per year off general rates, plus $10 per year off the Enviroplan Levy
- Part pension holders: up to $124 per year off general rates, plus $5 per year off the Enviroplan Levy
The Enviroplan Levy discount is a separate line item — it is small, but it is additional money that only appears if you have applied for the pensioner concession. Many Ipswich ratepayers do not realise it exists.
Combined, a full pensioner in Ipswich can receive up to $458 per year in rate relief ($200 state + $248 council + $10 Enviroplan). A part pensioner can receive up to $329.
Ipswich's Maximum Pension Restriction
One significant detail sets Ipswich apart from some other Queensland councils: the full local remission is restricted to holders receiving the maximum rate pension. This includes the Age Pension, Carer Payment, Disability Support Pension, Parenting Payment Single, Service Pension, and War Widow/Widower Pension with full Income Support Supplement.
If Centrelink or DVA assesses you as receiving a part-rate pension, you qualify for the part remission tier ($124 + $5) rather than the full amount. The state subsidy is unaffected — it pays the same $200 cap regardless of pension rate.
Your council does not conduct its own means test. The distinction between maximum and part pension is determined entirely by Centrelink or DVA during your pension assessment. Holding a valid Pensioner Concession Card with a maximum-rate pension triggers the higher tier automatically once council verifies your card through Centrelink Confirmation eServices.
Who Qualifies
The eligibility requirements are the same across Queensland:
- You hold a Centrelink Pensioner Concession Card (PCC) or DVA Gold Card (All Conditions, TPI, War Widow/Widower, or EDA)
- Your name is on the property title deed
- The property is your principal place of residence — you live there as your main home
Queensland Seniors Cards, Health Care Cards, and Commonwealth Seniors Health Cards do not qualify for any rate subsidy or council remission.

How to Apply
- Locate your latest rate notice — you need the assessment number
- Have your Pensioner Concession Card or DVA Gold Card ready (front and back)
- Complete Ipswich City Council's Pensioner Rate Concession Application form, available through the council website, at the council office in Nicholas Street, or by phoning council
- Sign the CCeS consent section so council can electronically verify your card status with Services Australia
- Submit and keep your confirmation number
Once approved, the concession generally carries forward automatically each year through CCeS verification. You must notify council if you move, sell, or your card is replaced with a new CRN.
The SEQ Water Subsidy
Ipswich falls within the South East Queensland water grid. Water and sewerage are billed separately from council rates, and eligible pensioners can apply for the state-funded SEQ Pensioner Water Subsidy — up to $120 per year ($30 per quarter). This is a separate application to your water retailer, not to Ipswich City Council.
What to Check on Your Rate Notice
After approval, look for three items on your rate notice:
- State Rates Subsidy — up to $100 per half-year
- Council Pensioner Remission — up to $124 per half-year (max pension) or $62 (part pension)
- Enviroplan Levy Discount — $5 per half-year (max) or $2.50 (part)
If any line is missing, contact council promptly. If council refuses or reduces your concession and you seek an internal review, submit a written request within 28 days of receiving the decision notice.
