Cairns Council Pensioner Rates Concession
What Cairns Pensioners Receive
Cairns Regional Council offers one of the better regional council concessions in Queensland, and the 2026/27 amount has increased from prior years.
Every eligible pensioner gets the statewide Queensland Pensioner Rate Subsidy — a 20% discount on gross council rates, capped at $200 per year. On top of that, Cairns Regional Council funds a local pensioner remission of up to $350 per year for 2026/27, increased from $335 in 2025/26.
That puts the combined annual rate relief for a Cairns pensioner at up to $550 per year — competitive with the larger SEQ councils, and well above many regional Queensland councils.
Co-Ownership Flexibility in Cairns
One feature that distinguishes Cairns from stricter councils is its approach to co-ownership. Cairns Regional Council allows concession applications where not all owners listed on the title hold a qualifying concession card.
For married or de facto couples, if only one partner holds a PCC or DVA Gold Card, the household receives the full concession — the same as across Queensland. But Cairns is also relatively accommodating for unrelated co-owners (such as a pensioner parent and an adult child on the same title). The concession is apportioned according to the pensioner's ownership share, but the application process is not blocked simply because one co-owner is ineligible.
If you are in a co-ownership arrangement and unsure whether you qualify, it is worth contacting Cairns Regional Council directly — they process these on a case-by-case basis.
The Compound Interest Issue
Cairns charges compound interest on overdue rate balances at a rate that has reached 12.19% per annum, calculated daily. This is among the highest penalty interest rates in Queensland.
If your rate account falls into arrears, the interest compounds — meaning you pay interest on the interest, not just on the original overdue amount. On a $2,000 overdue balance, that can add over $240 per year in penalty interest alone.
The important distinction: the state pensioner rate subsidy continues even when your account is in arrears. Queensland scheme guidelines prevent councils from withholding the state-funded $200 subsidy because of unpaid rates. However, the local council remission may be affected — check with Cairns Regional Council whether its $350 local concession is suspended during arrears or continues to be applied.

Who Qualifies
Standard Queensland eligibility applies:
- Hold a Centrelink Pensioner Concession Card (PCC) or DVA Gold Card (All Conditions, TPI, War Widow/Widower, EDA)
- Your name on the title deed registered with Titles Queensland
- The property is your principal place of residence
Queensland Seniors Cards, Health Care Cards, and Commonwealth Seniors Health Cards do not qualify for any rate concession.
How to Apply
- Have your rate notice ready (assessment number) along with your PCC or DVA Gold Card
- Complete the Cairns Regional Council pensioner concession application form — available through the council website, at the council office in Spence Street, or by phone
- Sign the CCeS consent section for electronic card verification
- If CCeS verification cannot be completed (common with some DVA card types), provide copies of the front and back of your concession card
- Submit and retain your confirmation
Once approved, the concession renews automatically through CCeS checks. Notify council if you move, sell, or receive a replacement card with a new CRN.
What to Check on Your Rate Notice
After approval, your rate notice should show:
- State Rates Subsidy credit — up to $100 per half-year
- Council Pensioner Concession credit — up to the Cairns local remission amount
- Emergency Management Levy Discount — 20% off the EML component
If any of these are missing or the amounts look wrong, contact council promptly. If council refuses or reduces your concession and you seek an internal review, submit a written request within 28 days of receiving the decision notice.
