Reporting a Change of Circumstances for Council Tax Support in Sunderland
Once your Council Tax Support is running, you're legally required to tell Sunderland City Council about changes that might affect your entitlement or award amount within 21 days, or as soon as reasonably practicable after the change if that is later. Reporting to the DWP or updating your Universal Credit journal does not count — the council operates a separate system and needs to hear from you directly.
What You Must Report
The council needs to know about anything that could shift your income band or change your eligibility:
- Income changes: a pay rise, new job, redundancy, or significant shift in hours worked
- Benefit changes: starting or ending Universal Credit, moving between legacy benefits and UC, or changes to income counted in your assessment
- Household changes: a partner moving in or out, a non-dependant adult joining or leaving, a child turning 16 and leaving education
- Capital changes: household capital reaching £16,000 or more, receiving an inheritance, or selling an asset that counts as capital
- Address changes: moving out of the property you're claiming for
- Separation or divorce: a partner leaving the household changes your category from "couple" to "single person," with lower income thresholds; whether your CTS award increases depends on the reassessed household type and income. You may also qualify for the 25% Single Person Discount if no other adult counts for council tax.
Submit changes through the council's online review portal at sunderland.gov.uk under "Reporting a change to Housing Benefit or Council Tax Support."
Why the Banded Scheme Gives You Breathing Room
Under the old taper-based system, a £2/week earnings change triggered a full recalculation and a revised bill. Sunderland's income-banded scheme is more forgiving. As long as your income stays within your current band's boundaries, your Council Tax Support award doesn't change.
For example, a single person in Band 2 (£100.01–£160.00/week) can see their wages fluctuate across that entire range without any adjustment to their 80% discount. You still need to report the change, but the practical impact on your bill is nil.
This matters most for zero-hours and variable-contract workers whose weekly income shifts regularly. The band structure absorbs normal fluctuations without generating constant revised bills.
What Happens If You Report Late
Reporting late — or not reporting at all — triggers an "excess reduction." The council recalculates your award from the date the change actually happened, reduces your CTS accordingly, and adds the difference to your council tax account as a debit. You'll receive a revised demand notice spreading the outstanding balance across your remaining monthly instalments.

Separation and Divorce
When a partner leaves the household, report it immediately. Your assessment changes from "couple" to "single person," which has lower income thresholds; whether your CTS award increases depends on the reassessed household type and income. You may qualify for the 25% Single Person Discount if no other adult counts for council-tax purposes, and it is applied before CTS is calculated.
The flip side: if a new partner moves in, your assessment shifts to the couple category with higher income thresholds, and you lose the Single Person Discount.
Keeping Track
The 21-day window can slip past quickly, especially during stressful events like redundancy or relationship breakdown. Note the date of every change and when you reported it. If the council disputes your reporting timeline, having records protects you during any reconsideration.
Our Sunderland Council Tax Reduction guide includes a change-reporting checklist and an audit log template for tracking what you've reported and when.
