Reporting a Change of Circumstances for Sefton Council Tax Reduction
Once you're receiving Council Tax Reduction in Sefton, you're legally required to report any change that could affect your award. The deadline is 21 days. Miss it, and the overpayment gets added straight to your Council Tax bill.
What You Must Report
Any change in your household or finances that could alter your entitlement:
- People moving in or out — a partner, adult child, or relative joining or leaving your household
- A new baby — affects your applicable amount
- Income changes — a pay rise, reduced hours, job loss, or starting work
- Universal Credit reassessment — although the DWP data feed updates Sefton automatically, it doesn't cover everything (non-dependant changes, for instance)
- Savings crossing £6,000 — an inheritance, redundancy payment, or lump sum that takes your capital over the threshold
- Non-dependant changes — an adult in your household starting work, losing work, or moving out
- Starting or ending self-employment
- Moving address — even within Sefton
- Temporary absence — leaving your property for more than 13 weeks (26 weeks for hospital stays)
The 21-Day Rule
You have 21 days from the date the change happens to notify Sefton Council. In some cases — particularly where a DWP benefit decision triggers the change — the window extends to one calendar month.
Reporting to the DWP (updating your Universal Credit journal, for example) does not count as reporting to Sefton Council. They are separate systems. You must contact Sefton directly.
How to Report
- Online: Log into My Account on sefton.gov.uk and use the change-of-circumstances form
- Phone: Call 0345 140 0845
- Email: [email protected]
- In person: Bootle One Stop Shop (drop-in) or Southport One Stop Shop (appointment only)
A phone call establishes a contact date but doesn't complete the notification — you'll still need to confirm details in writing or through the portal.

What Happens When You Report
Sefton recalculates your Council Tax Reduction from the effective date of the change. If your income went up, the award drops and your Council Tax bill increases. If your income went down — or a non-dependant moved out — your award may increase and you'll see a credit on your next bill.
Either way, you'll receive a revised Council Tax Demand Notice with updated monthly payments.
What Happens If You Don't Report
If Sefton discovers a change you didn't report — through a DWP data feed, a periodic review, or a data-matching exercise — it recalculates your award retrospectively. The difference between what you received and what you should have received is classed as an "excess reduction."
An excess reduction isn't treated like a DWP overpayment. It's added directly to your Council Tax bill as unpaid liability. Your remaining monthly instalments go up, and if you can't pay, the standard enforcement process applies (reminders, summonses, liability orders).
If the error was caused by the council's own administrative mistake, and you couldn't reasonably have known you were getting too much, Sefton has discretion to write off the excess. But that's the exception, not the rule.
Changes That Might Increase Your Award
Don't assume reporting always works against you. These changes could improve your position:
- A non-dependant adult moving out (their deduction is removed)
- Being awarded PIP or DLA (disregarded income, plus a higher applicable amount through disability premiums)
- Your partner leaving the household (if you become the sole adult, the 25% Single Person Discount applies before CTR is calculated, which can increase your total reduction)
- A drop in earnings or Universal Credit income
Our Sefton Council Tax Reduction guide includes a change-of-circumstances checklist and explains how to check whether a household change would increase or decrease your award — so you know what to expect before the revised bill arrives.
