How to Challenge Your Council Tax Band in Sunderland
Why Your Council Tax Band Matters
Every property in Sunderland sits in a council tax band from A to H, based on what the Valuation Office Agency (VOA) estimated it would have sold for on 1 April 1991. That band directly determines your annual bill — in 2026/27, Band A in Sunderland is £1,251.20 while Band D is £1,876.80.
If your property is in a band that's too high, you're overpaying every year. And if you're claiming Council Tax Reduction, a lower band means a lower residual bill even after the reduction is applied.
How to Check Your Band
Start at the VOA's online tool at gov.uk/council-tax-bands. Enter your postcode and you'll see every property on your street with its band. Compare yours against similar properties — same size, same type, same era.
Red flags that your band might be wrong:
- Neighbours in identical houses pay less — if a semi-detached pair has different bands, one is probably wrong
- Your home was extended after banding — extensions only trigger a reband when the property is sold, so your current band may still reflect the pre-extension size
- A conversion changed the property — flats created from a larger house sometimes carry the original house's band
- Demolition or reduction — if part of the property was demolished or its size was reduced, the band may be too high
The Challenge Process Is Free
You challenge your band directly with the Valuation Office Agency, not with Sunderland City Council. The council collects the tax; the VOA sets the band. The entire process is free — you don't need to pay a company to do it for you.
Step 1 — Contact the VOA. You can start a challenge online through gov.uk/challenge-council-tax-band or phone 03000 501 501. You'll need your property address and your council tax reference number (on your bill).
Step 2 — The VOA reviews your case. They'll look at 1991 sale prices for comparable properties in your area. You can strengthen your challenge by providing sale evidence for similar homes from 1 April 1989 to 31 March 1993, where you can find it. HM Land Registry's Price Paid Data starts in 1995, so it does not cover this evidence period.
Step 3 — Decision. The VOA will either reduce your band, leave it unchanged, or — and this is the risk — increase it. A challenge can go in any direction. If they find your property should be in a higher band, your bill goes up.

What Happens to Your Bill If the Band Changes
If the VOA changes your band, Sunderland City Council will revise your bill and pay any refund due. The VOA's decision sets the effective date of the change.
If you're receiving Council Tax Reduction, a band change also recalculates your CTS award. A lower band means a smaller gross bill, so your remaining payment (if any) drops too.
The Risk of a Band Increase
This is the reason to check carefully before challenging. The VOA may also reband similar properties in the immediate area, which can change their bills. Your own band can also be increased if the review finds that it should be higher.
Look for sale evidence for similar properties from 1 April 1989 to 31 March 1993. Land Registry's Price Paid Data starts in 1995 and does not cover that evidence period. If the historic evidence clearly supports a lower band, you're on solid ground. If the evidence is ambiguous, think twice.
Private Band Challenge Companies
Commercial firms advertise council tax band reviews, typically charging a percentage (30–40% plus VAT) of any refund they secure. They use the same free VOA process you can use yourself. The direct route costs nothing and follows the same steps — the only advantage a firm offers is that they do the legwork.
The official VOA challenge route is free. We mention this because it's true, not to disparage anyone's business.
If Your Band Is Correct But Your Bill Is Still Too High
A band challenge only helps if your property is genuinely in the wrong band. If the band is right but you're struggling to pay, Council Tax Reduction is the route to look at — Sunderland's scheme can cover up to 100% of your bill depending on your income.
Our Sunderland Council Tax Reduction guide walks through eligibility, the income bands, and how to claim. If you qualify for both a band reduction and Council Tax Reduction, the savings stack.
