Challenge Your Council Tax Band in County Durham

Checking Your Council Tax Band Costs Nothing

Every property in County Durham is assigned a council tax band (A through H) based on its estimated value as at 1 April 1991. If your band is wrong — and estimates suggest hundreds of thousands of English properties are in the wrong band — you could be paying more than you should.

The official band challenge route is completely free. You apply directly to the Valuation Office Agency (VOA), an executive agency of HMRC. No council involvement, no fees, and no need to pay a commercial firm a percentage of any refund.

How to Check Your Band

Start at the VOA's online tool at gov.uk/council-tax-bands. Enter your postcode and you can see your property's band alongside every other property on your street. Compare your band with similar properties — same size, same type, same number of bedrooms. If comparable homes are in a lower band, that is your first indicator that a challenge may be worth pursuing.

You can also look at sold prices for properties on your street on the Land Registry. The key question is: what would your home have sold for on 1 April 1991? The VOA banding thresholds for England are:

  • Band A: up to £40,000
  • Band B: £40,001–£52,000
  • Band C: £52,001–£68,000
  • Band D: £68,001–£88,000
  • Band E: £88,001–£120,000
  • Band F: £120,001–£160,000
  • Band G: £160,001–£320,000
  • Band H: over £320,000

If you believe your property's 1991 value falls into a lower band range, you have grounds for a challenge.

The Challenge Process

Step 1: Submit a challenge online at gov.uk/challenge-council-tax-band. If you need help with a Council Tax enquiry, call the Valuation Office on 03000 501 501. You will need to explain why you believe the band is wrong — comparable properties in a lower band, evidence of the property's size or condition in 1991, or a significant physical change to the property.

Step 2: The VOA reviews your case. They may ask for more information about your property — number of rooms, any extensions, the state of repair. They are not limited to lowering your band; if they find your property belongs in a higher band, they can increase it. This is the main risk of a band challenge.

Step 3: The VOA issues a decision. If they agree the band is wrong, they change it and Durham County Council revises your bill and pays any refund due. If the VOA rejects your challenge, you can appeal to the Valuation Tribunal for England (VTE) only if you had a legal right to challenge. In England, appeal within three months of the VOA's decision. The appeal is free, but you pay your own associated costs.

The review can take up to four months for a formal proposal or up to 12 months for a band review where you do not have a legal right to challenge. Continue paying council tax at your current band while it is being reviewed.

How a Lower Band Affects Your Bill and CTR

Moving down a band reduces your base council tax liability. For example, in County Durham's 2025/26 charges, the difference between Band B and Band A was roughly £250 per year. The exact saving depends on the parish and the year's council tax rates.

If you are also receiving Council Tax Reduction, a lower band amplifies the saving. CTR is calculated as a percentage of your net bill — so a lower starting bill means a lower remaining payment. A household on 90% CTR paying 10% of a Band B bill would pay even less at Band A.

The Risk: Your Band Could Go Up

The VOA can increase your property's band if a review finds that a higher band is justified. If the Council Tax list is changed, the higher charge applies from the date of that change. This is uncommon but it can happen, particularly with properties that have had extensions or conversions since 1991.

If you live in a property that has been extended, converted, or significantly altered since 1991, get advice before challenging. Citizens Advice County Durham (0808 278 7821) can help you assess whether the risk is worth it.

Band Challenge Firms vs the Free Route

Commercial firms advertise council tax band challenges, typically charging 25–30% plus VAT of any refund achieved. The process they follow is the same free VOA challenge anyone can do themselves. The official route costs nothing — the VOA, the council, and the VTE do not charge fees.

If you prefer professional support without the contingency fee, Citizens Advice or Durham's Welfare Rights Service can guide you through the process at no cost.
