How to Challenge Your Council Tax Band in Dudley
Every property in Dudley is assigned a council tax valuation band based on what it would have sold for on 1 April 1991. If that original valuation was wrong, you could be paying more than you should. Later changes to the property are generally reflected in its band only after a sale.
Challenging your council tax band is free. You apply directly to the Valuation Office Agency (VOA), not to Dudley Council. The process is separate from Council Tax Reduction (which is about income) — a band challenge is about whether your property is classified correctly.
How to Check Your Current Band
Start at the VOA's online tool. Enter your postcode and find your property. You will see your current band and the bands of neighbouring properties. This comparison is the foundation of any challenge — if similar properties on your street are in a lower band, that is the strongest evidence you can have.
Dudley's 2026/27 council tax bands and charges are:
| Band | 1991 Valuation Range | 2026/27 Charge |
|---|---|---|
| A | Up to £40,000 | £1,429.89 |
| B | £40,001–£52,000 | £1,668.21 |
| C | £52,001–£68,000 | £1,906.53 |
| D | £68,001–£88,000 | £2,144.84 |
| E | £88,001–£120,000 | £2,621.47 |
The difference between Band C and Band D is £238.31 per year. Between Band D and Band E, it is £476.63. These are not trivial amounts, and if your band is wrong, the overpayment may have been running for years.
When a Challenge Is Worth Making
A band challenge has the best chance of succeeding when:
- Comparable properties are banded lower. If identical houses on your street — same size, same build, same number of rooms — are in a lower band, that is strong prima facie evidence.
- The property's value on 1 April 1991 was lower than the band suggests. Structural issues, subsidence, flooding risk, or location factors matter only if they affected the property's value at that date; a later change alone does not establish that the original band was wrong.
- An extension or conversion happened after 1991 and the band was not updated. Bands are only supposed to change when a property is sold, so a loft conversion that added value would not normally trigger a rebanding until a sale.
Be aware of the risk: the VOA can increase your band as well as decrease it. If your property was actually under-banded, a challenge could result in a higher bill. Before submitting, check that comparable evidence genuinely supports a lower band, not just a different one.
How to Submit a Challenge
- Go to the VOA's council tax challenge service online
- Select "I think my band is wrong" and provide your property details
- Submit your evidence — typically screenshots showing comparable properties in lower bands, sold price data from 1991 (or estimates based on Land Registry records), and any physical evidence of factors that reduce value
- The VOA reviews the evidence and responds in writing — timescales vary, but expect several months
If the VOA agrees, your band is reduced and Dudley Council will recalculate your bill. If the band change is backdated, you will receive a refund for the overpayment period. If the VOA disagrees, you can appeal to the Valuation Tribunal for England — this is also free.

Band Challenges vs. Band Challenge Companies
Commercial firms advertise council tax band reviews, typically charging an upfront fee of £50–£150 or a contingency fee of 25–30% (plus VAT) of any refund. The service they provide — submitting a challenge to the VOA — is something you can do yourself for free.
The VOA treats all challenges the same regardless of who submits them. There is no priority processing for paid submissions. If you have clear comparable evidence, you do not need a third party.
How This Interacts with Council Tax Reduction
If your band challenge succeeds and your property moves to a lower band, your council tax bill drops — and if you are claiming Council Tax Reduction in Dudley, the CTR calculation also improves.
Dudley's working-age CTR is capped at Band C. If your property is currently in Band D and gets rebanded to Band C, you are no longer affected by the cap — your full liability is now at the Band C rate, and 40% CTR applies to that without any excess.
The Dudley Council Tax Reduction guide covers the Band C cap and how it affects your minimum payment at each band level.
