How to Challenge Your Council Tax Band in Leicester Through the VOA
Band Challenges Are Separate From Council Tax Reduction
A council tax band challenge questions whether the Valuation Office Agency (VOA) put your property in the correct band. It has nothing to do with your income, household circumstances, or Council Tax Reduction entitlement. If you think your property should be in a lower band, you go to the VOA. If you think your discount percentage is wrong, that is a Council Tax Reduction appeal through the council and then the Valuation Tribunal.
The two can work together. If a band challenge succeeds and your property drops a band, your annual council tax charge falls — and if you receive Council Tax Reduction, the discount is calculated against a lower base amount.
How Council Tax Bands Work
Every residential property in England was valued by the VOA based on its open market value on 1 April 1991. Properties built after 1991 are valued at what they would have been worth on that date. The bands run from A (up to £40,000 in 1991 values) to H (over £320,000).
Leicester's 2026/27 council tax charges range from £1,685.83 (Band A) to £5,057.58 (Band H). The difference between bands is significant — dropping from Band C to Band B saves £280.97 per year before any discounts.
When You Can Challenge
You can challenge your band if:
- You believe the VOA assessed the 1991 value incorrectly
- Physical changes to the property or local area have reduced its value (structural damage, road scheme affecting the property, loss of amenity)
- You have just started paying council tax on the property (new residents can challenge within six months)
- You have evidence that similar properties nearby sit in a lower band
You cannot challenge simply because you think your bill is too high or because you disagree with the council tax system generally.

The Free Process
Band challenges go directly to the VOA, not to Leicester City Council. The process is entirely free. Do not pay a company to do it for you — the official route through GOV.UK costs nothing.
Start by checking your band and comparable properties on the VOA website (voa.gov.uk). Look at properties in your street or similar streets in Leicester. If you find properties of similar size, age, and type in a lower band, that is evidence.
Submit your challenge online through the VOA's portal. You will need:
- Your property address and current band
- Your reason for believing the band is wrong
- Evidence — comparable properties in lower bands, estate agent valuations referencing 1991 values, structural reports if relevant
The VOA reviews the evidence and may inspect the property. Timelines vary — straightforward challenges can be resolved in months, but complex ones take longer.
The Risk of Rebanding Upward
One important warning: a band challenge can result in your band going up, not just down. If the VOA reviews your property and concludes it should actually be in a higher band, they can raise it. This is rare but it happens, particularly when properties have been extended or improved since the original valuation.
Consider this before challenging. If your property has had significant extensions, a conservatory added, or major renovations, the VOA might reassess upward.
What Happens If the VOA Rejects Your Challenge
If the VOA decides your current band is correct, you can appeal to the Valuation Tribunal for England. This is a free, independent hearing. The tribunal reviews the evidence afresh and can order the VOA to change the band.
Band Challenges and Council Tax Reduction
If your challenge succeeds and your band drops, your council tax bill falls. For Council Tax Reduction claimants, this interacts with the property band cap:
- Non-vulnerable households are capped at Band B. If your property drops from C to B, you are now at the cap instead of above it — your full bill becomes the eligible amount.
- Vulnerable households are capped at Band C. A drop from D to C means the full charge becomes eligible.
A successful band challenge plus Council Tax Reduction can produce a substantial saving. The Leicester Council Tax Reduction guide covers how band changes interact with the discount calculation and the cap rules.
