Stockport Council Tax Refund and Overpayment — How to Get Your Money Back

Overpaying council tax in Stockport is more common than most people realise. A backdated discount, a successful band challenge, or a billing error after moving can all leave credit sitting on your account — credit the council won't automatically send back to you.

Why Overpayments Happen in Stockport

Several situations create council tax credit on your account:

Backdated discounts or reductions. If you successfully apply for Council Tax Reduction or a Single Person Discount and the council backdates it, the difference between what you paid and what you owed becomes a credit. The same happens when a Severe Mental Impairment disregard or Carer Disregard is applied retrospectively.

Band challenges. When the Valuation Office Agency (VOA) confirms a lower band, Stockport Council recalculates your bill using the effective date of the band change. The official band challenge process through the VOA is free.

Moving mid-year. Council tax is charged daily. If you move out of a Stockport property partway through a billing period and have already paid instalments covering future months, the unused portion sits as credit on your old account.

Billing errors. Occasionally the council applies the wrong discount, charges for the wrong period, or fails to remove a liability after an exemption takes effect. These errors generate overpayments that you're entitled to reclaim.

How to Claim Your Refund

Stockport Council doesn't automatically refund credit balances. You need to request it.

Check your account first. Log into your Stockport Council online account or call the council tax team to confirm your account shows a credit balance. Make sure all discounts, exemptions, and payments have been applied correctly before requesting a refund — once money leaves your account, recovering it if there's a later adjustment is harder.

Request the refund. Contact Stockport Council's Revenues and Benefits team through the council's online service or by phone. You'll need your council tax reference number (on any bill or letter) and may be asked for bank details for the transfer. Ask the council for its expected processing time and follow up if the refund has not arrived by then.

Keep records. Save confirmation of your refund request, the amount, and the date. If the refund doesn't arrive within the stated timeframe, follow up with your reference number.

What If the Council Refuses?

If Stockport Council disputes the overpayment — for example, they disagree that a discount should have been backdated — you have the right to a formal review. For billing disputes, request a written explanation of the calculation. For a Council Tax Reduction award dispute, first send Stockport a written grievance. The council has two months to respond; if it rejects the grievance, you can appeal to the Valuation Tribunal for England within two months of that decision. If it does not respond within two months, you can appeal after that period.

If your overpayment relates to a band challenge, the VOA handles that separately from the council. The council is obligated to recalculate once the VOA confirms a band change.

Offsetting Against Arrears

One important caveat: a credit may be transferred to cover future instalments. If you also have outstanding council tax arrears, ask Stockport Council whether those will affect the refund before requesting it. If you believe an underlying balance is wrong, challenge it with the council.

Don't Leave Money on the Table

If you've recently had a discount backdated, moved house, or had your band reduced, check your Stockport council tax account for credit. The money won't come to you on its own.
