Stockport Council Tax Arrears: What Happens and Where to Get Help

Falling behind on Council Tax in Stockport triggers an escalation sequence that moves faster than most people expect. The council sends reminders, then strips your right to pay by instalments, then goes to court for a liability order — and once that's granted, enforcement agents can visit your home. Knowing where you are in this sequence matters, because the options narrow at each stage.

The Enforcement Timeline

Missed payment: Stockport Council sends a first payment reminder. Check the notice for its payment deadline, and contact the council promptly if you need help keeping your instalment plan intact.

Second missed payment: A second reminder follows. After two reminders in a financial year, a Final Notice can be issued. This is the critical step — a Final Notice revokes your right to pay in instalments and makes the entire annual balance due immediately.

Summons: If the full balance isn't paid, the council applies to the Magistrates' Court for a summons. The council may add costs; check the summons letter for the amount and what you need to do.

Liability order: At the Magistrates' Court hearing, if the debt is proved, the court grants a liability order. This gives the council broad enforcement powers — attachment of earnings (deducting money directly from your wages), deductions from Universal Credit or other benefits, or referral to enforcement agents.

Enforcement agents (bailiffs): With a liability order in hand, the council can instruct enforcement agents to visit your home, take control of goods, and charge additional fees. The fees add up quickly — a compliance stage fee, an enforcement stage fee, and a sale stage fee if it reaches that point.

What to Do at Each Stage

If you've just missed a payment: Contact the council immediately. Stockport's revenues team can often reinstate your instalment arrangement if you bring the missed payment up to date quickly. Call the Council Tax line or use the online account portal.

If you've received a Final Notice: The full annual balance is now due, but the council may agree to a revised payment plan. Don't ignore it — contact the revenues team and propose a realistic schedule based on what you can actually afford.

If you've received a summons: Follow the payment instructions in the letter. Stockport says you can pay in full or in the instalments set out there. If you cannot pay, get free debt advice promptly and follow the hearing instructions.

If a liability order has been granted: Your options are more limited. The council can now enforce without further court involvement. But you can still contact the council or any instructed enforcement agency to negotiate a payment plan. Enforcement agents are required to follow regulations on fees and conduct.

Council Tax Support Can Prevent Arrears

If you're on a low income and haven't claimed Council Tax Reduction, doing so now could reduce your remaining bill and make the arrears more manageable. The reduction applies from the Monday after the council receives your application — it won't wipe out existing arrears, but it reduces what you owe going forward.

The Stockport Council Tax Reduction guide covers the claiming process and the Section 13A hardship fund, which can provide discretionary relief in exceptional circumstances. But if you already have bailiffs at the door, the free debt advice services above are your first call — not a guide.
