Stockport Council Tax Reduction Income Limits and Capital Rules 2026

Stockport doesn't publish a single income figure that tells you whether you qualify for Council Tax Reduction. The means test is more nuanced than that — it weighs your income against your household's "applicable amount" and applies a 20% taper to the excess. But the capital rules are blunt: cross the threshold and you're out entirely.

The £8,000 Capital Limit

Stockport's working-age scheme sets the capital cutoff at £8,000. This is one of the lower limits in Greater Manchester — Rochdale allows £16,000, Trafford £16,000. If your total household savings, investments, ISAs, and accessible capital exceed £8,000 on the day the council assesses your claim, you get zero support regardless of how low your income is.

There's no taper. At £7,999 you could qualify for full support. At £8,001 you get nothing. The council requires the last two consecutive months of bank statements for every account to verify this.

Pension-age residents follow the national scheme, which has a separate £16,000 capital limit. If you or your partner have reached State Pension age, the working-age rules don't apply to you.

How the Income Means Test Works

For working-age claims, the council calculates your net weekly income and compares it against your "applicable amount" — a baseline figure that varies by household composition (single, couple, dependants, disability premiums). These applicable amounts track national Housing Benefit rates.

If your income is at or below the applicable amount, you qualify for the maximum award — which covers your full capped Council Tax liability minus any non-dependant deductions.

If your income is above the applicable amount, Stockport applies a 20% taper. For every £1 of excess weekly income, your award drops by 20p. This continues until the calculated award falls below the £1 per week minimum floor, at which point the award is reduced to zero.

What Counts as Income

  • Earned income: gross wages minus tax, National Insurance, and 50% of pension contributions
  • Self-employed income: actual net earnings for the first 12 months of trading. After 12 months, the council applies a Minimum Income Floor based on the National Living Wage for your declared hours (up to 37 per week)
  • Benefits: most benefits count as income, but War Pensions and Bereavement Support Payments are fully disregarded
  • Universal Credit: the council uses net earnings figures from the DWP data feed. The UC housing cost element is treated as income, though it's excluded from the applicable amount if you're in work

What Doesn't Count

Several income sources are disregarded in whole or in part. The key ones for Stockport residents: War Disablement Pensions, War Widow's/Widower's Pensions, and Bereavement Support Payments get a full disregard. Child Benefit and certain childcare elements also have disregard provisions.

Running Your Own Rough Calculation

You won't find an official calculator for Stockport's specific scheme. But the formula is straightforward:

  1. Work out your net weekly income (after tax, NI, and disregards)
  2. Compare it against your applicable amount (the council uses Housing Benefit rates — you can find these on GOV.UK)
  3. If your income exceeds the applicable amount, multiply the excess by 0.20. That's the weekly reduction from your maximum award
  4. Your maximum award is your capped Council Tax liability (Band A or Band B, depending on your bedroom need) minus any non-dependant deductions

If the resulting figure is under £1 per week, the award rounds down to zero.

What to Do if You're Close to the Limit

If your capital is near £8,000, report it accurately. Stockport's working-age scheme disqualifies claims when capital exceeds that limit; contact the council or a free advice service if you're unsure how a particular asset is treated.

If you've been refused because of capital or income, the Stockport Council Tax Reduction guide includes worked examples showing exactly how the taper calculation interacts with the Band A cap, so you can see whether a change in circumstances would bring you back into eligibility.
