Stockport Council Tax Demolition and Renovation Exemptions
If you're renovating or demolishing a property in Stockport, you may not need to pay council tax on it while the work is underway. But the rules are narrower than most people expect, and getting the exemption wrong can mean months of charges you thought you'd avoided.
The Structural Repair Exemption
There is no automatic renovation exemption. The former Class A exemption covered empty homes needing major structural repair; since 2013, any discount for an empty property undergoing repairs depends on the council's discretion.
The former Class A test required the property to be:
- Unoccupied — nobody living in it during the works.
- Substantially unfurnished — cleared out, not just partially emptied.
- Undergoing or requiring major repair or structural alteration — not cosmetic redecoration. Think new roof, underpinning, removal of load-bearing walls, rewiring, replumbing, or damp-proof course work. A kitchen refit or new bathroom alone probably won't qualify.
Stockport may offer a short-term discount for an empty property, but there is no automatic entitlement. Ask the council for its current terms and duration before relying on a discount. The empty home premium can apply once the property has been empty and unfurnished for more than a year.
Demolition
A property being demolished is removed from the council tax valuation list once it ceases to be a "dwelling" — meaning it's no longer capable of being lived in and there's no realistic prospect of restoration. Once the Valuation Office Agency (VOA) delists the property, council tax liability stops.
The timing matters. Council tax runs until the VOA formally removes the property from the list, not from when demolition starts. If you're demolishing a property:
- Notify the VOA as soon as demolition begins. You can do this online through the GOV.UK council tax valuation service.
- Notify Stockport Council separately, so they know to expect the VOA change and can apply any interim exemptions.
- Keep evidence — dated photographs, contractor invoices, planning consent — showing the property's condition at each stage.
Between starting demolition and the VOA delisting, you may remain liable for council tax. Ask Stockport Council whether a local discretionary discount applies; demolition or uninhabitability alone should not be treated as an automatic exemption.
New Builds After Demolition
If you demolish a property and build a new one on the same site, the new dwelling enters the valuation list when it's substantially complete. The VOA will band the new property, and council tax becomes due. There's a completion notice process — the council or VOA serves notice, and you have a window to dispute the completion date if the property isn't genuinely ready to be occupied.
If you're building a new property on a previously empty site (not replacing an existing dwelling), council tax starts from the point the VOA adds it to the list.

Practical Steps for Stockport Residents
Apply early. Don't wait for the work to finish before contacting the council. Apply for the exemption or discount as soon as the property becomes vacant for the works, and provide your contractor's schedule or planning consent as evidence.
Get it in writing. Whatever Stockport Council agrees to regarding your exemption, get written confirmation specifying the dates covered and the conditions. Verbal assurances don't help when a bill arrives months later.
Watch the empty-home clock. Stockport applies a 100% premium when a property has remained empty and unfurnished for more than one year. Ask the council whether any local discount affects your account before relying on it.
If the renovation property is your main home and you're living elsewhere temporarily, your council tax situation at your temporary address matters too. The Stockport Council Tax Reduction guide explains how reductions, discounts, and exemptions interact — particularly useful if your income has dropped during a major building project.
