Stockport Council Tax Empty Property and Empty Home Premium Explained
An empty property in Stockport doesn't mean an empty council tax bill. In most cases, you'll pay the full standard rate from day one — and if the property stays empty long enough, Stockport Council can charge a premium on top. The rules depend on why the property is empty and how long it's been vacant.
When Empty Properties Are Exempt
A handful of exemptions still exist for genuinely empty homes:
Class F — death of the owner. If someone has died and the property is empty because probate hasn't been granted, the property is exempt from council tax until probate is granted, and then for a further six months after the grant. This exemption applies whether the property is furnished or unfurnished. If you're dealing with council tax after a bereavement, bereavementstartguide.com covers the full process.
Class D — occupied by a detained person. If the sole occupant is in prison (other than for non-payment of a fine), the property is exempt.
Class E — occupied by a person who has moved to receive care. If the resident has moved permanently into long-term residential care or hospital and the home is empty, the property can be exempt.
Class G — occupation prohibited by law. If a property is empty because it's been legally prohibited from being occupied — for example, a compulsory purchase order or a planning enforcement notice — it's exempt.
After billing reforms in 2013, the old Class A (major repair) and Class C (vacant and unfurnished) exemptions were replaced with local discretion. Stockport Council can offer a discount for short-term empty properties, but there's no automatic entitlement.
The Empty Home Premium
Stockport Council applies the empty home premium to properties that have been unoccupied and substantially unfurnished for extended periods:
- After one year empty: Stockport applies a 100% premium to a property that has remained empty and unfurnished for more than one year — meaning the premium doubles the standard charge.
The premium is designed to incentivise bringing empty homes back into use — Greater Manchester has a significant empty homes problem, and the premium is part of the policy response.
Second Homes
Second homes — furnished properties that nobody uses as their main residence — are treated differently from empty unfurnished homes. Stockport applies a 100% premium to second homes from 1 April 2025 onward under powers introduced by the Levelling-up and Regeneration Act 2023.

How to Reduce Your Empty Property Bill
Bring it back into use. The premium disappears the moment the property becomes someone's sole or main residence. Renting it out through a tenancy agreement counts.
Check for exemptions. If the property is empty for one of the exempt reasons above (probate, care home, detention, legal prohibition), apply for the exemption immediately. Stockport Council won't apply it automatically.
Renovation. If you're actively renovating a property to bring it back into use, tell the council. There is no automatic renovation exemption, though Stockport may offer a short-term discount for an empty property. Ask the council for its current terms before relying on one.
Challenge the classification. If the council has classified your property as a "long-term empty dwelling" but you dispute the start date or the furnishing status, request a formal review. A furnished property isn't subject to the empty home premium — it falls under the second home rules instead.

Empty property charges interact with other parts of the council tax system. If you own an empty property but your main residence is in Stockport and you're on a low income, your Council Tax Reduction only covers your main home — the empty property bill is separate. The Stockport Council Tax Reduction guide explains every reduction available for your main residence, so you can at least minimise that bill while managing the empty property costs.
