Single Person Discount and Council Tax Bands in Shropshire
The Single Person Discount is the most commonly claimed Council Tax relief in England, yet plenty of eligible people in Shropshire don't have it — or confuse it with Council Tax Reduction. They're different schemes, they stack together, and understanding how Shropshire's 2026/27 band charges work makes a real difference to what you actually pay.
How Single Person Discount Works
If you're the only qualifying adult (aged 18+) living in your property and the Council Tax bill is in your name, you can apply for a statutory 25% reduction on your bill. It's not means-tested — your income and savings don't matter.
Certain people are "disregarded" — they don't count as adults for this purpose even if they live in the property:
- Full-time students (on a qualifying course that usually lasts at least one year and involves at least 21 hours of study per week)
- People with a severe mental impairment who receive a qualifying benefit
- Carers providing at least 35 hours of care per week to someone they don't live with as a couple
- Those under 20 who have left school or further or higher education after 1 May (disregarded until 31 October)
- Live-in carers providing at least 35 hours of care per week to the resident (not a spouse/partner or child under 18)
- Members of visiting forces and certain international organisations
So if you live with an adult son who is a full-time university student, he's disregarded and you qualify for SPD. If your partner has a severe mental impairment with a qualifying benefit, they're disregarded and you qualify.
Shropshire Council Tax Bands 2026/27
Shropshire Council approved an 8.99% increase in its Council Tax element for 2026/27 — higher than the standard national referendum cap of 4.99%. This was permitted because the council declared a financial emergency in September 2025 and received Exceptional Financial Support from central government.
The Shropshire Council element for Band D is the baseline charge. Other bands are proportional:
- Band A: 6/9 of Band D
- Band B: 7/9 of Band D
- Band C: 8/9 of Band D
- Band D: Baseline
- Band E: 11/9 of Band D
- Band F: 13/9 of Band D
- Band G: 15/9 of Band D
- Band H: 18/9 of Band D (double Band D)
Your total bill includes precepts from the police and crime commissioner, fire and rescue authority, and your town or parish council — which vary by location. The Shropshire Council element alone for Band A is £1,312.73 for 2026/27.
How SPD and Council Tax Reduction Stack
These two reliefs apply in sequence. Single Person Discount reduces your base liability first, then Council Tax Reduction is calculated on the reduced amount.
Example using Shropshire Council's Band A element only (2026/27; local precepts excluded):
- Annual charge: £1,312.73
- After 25% SPD: approximately £984.55
- Council Tax Reduction at 80% (standard working-age): approximately £787.64 discount
- Remaining Shropshire Council element: approximately £196.91 per year (the 20% minimum payment)
If you qualify for the protected 100% rate, that remaining £196.91 becomes £0.
Getting SPD applied before you claim Council Tax Reduction is important — if the council calculates your CTR on the full bill rather than the SPD-reduced bill, the actual cash discount is lower and you pay more of the remainder.

How to Claim or Check Your SPD
If you're already the sole adult in your property and don't have SPD, apply through the Shropshire Council website or call 0345 678 9002. You'll need to confirm your household composition — the council may ask for evidence that no other adult lives with you.
If your household composition changes (a partner moves in, an adult child moves back home), you must tell the council right away. Keeping SPD when you're no longer entitled is an offence — the council runs periodic reviews cross-referencing electoral roll data and credit reference agency records.
Conversely, if a partner moves out, a housemate leaves, or your only other adult household member starts a full-time course, apply as soon as you qualify. If you apply later, include the date your household first met the conditions so the council can assess the correct period.
SPD Is Not Council Tax Reduction
A common mistake: claiming Single Person Discount and assuming that's all the help available. SPD is a flat 25% off for living alone. Council Tax Reduction is a means-tested award of up to 80% (or 100% for protected groups) based on your income and savings. Many Shropshire residents qualify for both simultaneously.
If you're on a low income and living alone, having only SPD likely means you're paying far more than you need to. Apply for Council Tax Reduction as well — the two reliefs combined can cut your bill by over 80%.
Our Shropshire Council Tax Reduction Guide explains how every discount and exemption interacts with Council Tax Reduction, with worked examples for each band showing the actual amounts you'd pay after stacking all reliefs.
