Council Tax Reduction for Disabled Residents in Shropshire

Disability unlocks several distinct Council Tax reliefs in Shropshire, but they're separate schemes with separate applications — and getting the wrong one (or missing one entirely) can mean paying hundreds more per year than you need to. Here's how each one works and which you might qualify for.

Protected Group Status: 100% Maximum Award

Most working-age residents in Shropshire are capped at 80% Council Tax Reduction, leaving a minimum 20% payment. But four specific disability-related benefit categories remove that cap entirely, allowing up to 100% support:

  • ESA Support Component — you're receiving Employment and Support Allowance and have been placed in the Support Group (not the Work-Related Activity Group)
  • UC LCWRA element — your Universal Credit award includes the Limited Capability for Work and Work-Related Activity component
  • Severe Disability Premium — you receive SDP through a legacy benefit, or have underlying SDP entitlement recognised within UC
  • War Pension or Armed Forces Compensation Scheme — you receive a War Disablement Pension, War Widow(er)'s Pension, or Guaranteed Income Payment

The critical detail: simply being disabled or receiving PIP/DLA doesn't automatically qualify you for the protected rate. You need one of these four specific benefit components. A resident receiving PIP at the enhanced rate but no ESA Support Component or LCWRA element remains on the standard 80% cap.

To claim protected status, submit the DWP or Veterans UK award notice that confirms your qualifying component. Without that document, the council assesses you under the standard working-age rules.

PIP and DLA Are Fully Disregarded as Income

While PIP and DLA don't unlock protected group status on their own, they are fully disregarded from the income calculation. The council never counts Personal Independence Payment or Disability Living Allowance as income when working out your means test. This applies to both the daily living and mobility components, at any rate.

This matters because it means your PIP/DLA payments don't reduce your Council Tax Reduction award. They're treated as if they don't exist for calculation purposes.

Disability Band Reduction Scheme

Completely separate from Council Tax Reduction, the Disability Band Reduction is a statutory scheme that reduces your Council Tax band by one level if your property has been adapted for a disabled resident. A Band D property would be charged at Band C rates, Band C at Band B, and so on. Band A properties get a reduction equivalent to one-ninth of the Band D charge.

Qualifying adaptations include:

  • An additional bathroom or kitchen essential for the disabled person's needs
  • Wheelchair circulation space inside the property (wider doorways, turning room)
  • An additional room (not a bathroom, kitchen, or lavatory) predominantly used by the disabled person and required to meet their needs

This reduction is based on the property, not the Council Tax Reduction scheme — you apply directly to Shropshire Council's revenues department. It can be combined with Council Tax Reduction, stacking the savings. The disability band reduction lowers your base liability, then Council Tax Reduction is calculated on the reduced figure.

Severe Mental Impairment Disregard

If a resident in your household has a severe mental impairment (SMI) — certified by a registered medical practitioner — and receives a qualifying benefit, they can be "disregarded" for Council Tax purposes. This means they're not counted as an adult in the property.

The practical effect: if a couple lives in a property and one partner has an SMI disregard, the remaining partner is treated as the sole resident and qualifies for the 25% Single Person Discount. If the person with SMI lives alone, they may qualify for a full exemption (Class U — the property is treated as having no qualifying residents).

Qualifying benefits for SMI include Attendance Allowance, DLA middle or higher rate care, PIP daily living component, ESA (income-related or contribution-based in the Support Group), Income Support with a disability premium, and Universal Credit with the LCWRA element.

Stacking Multiple Reliefs

These aren't mutually exclusive. A disabled resident in Shropshire could potentially benefit from all of the following simultaneously:

  1. Disability Band Reduction (lower base charge)
  2. Single Person Discount (25% off, via SMI disregard of a household member)
  3. Council Tax Reduction at the 100% protected rate (if receiving LCWRA, ESA Support, SDP, or War Pension)

Each relief applies to the liability remaining after the previous one, compounding the reduction. Getting all three right can reduce a Council Tax bill from over £2,000 to nothing.

Our Shropshire Council Tax Reduction Guide covers each of these reliefs in detail, including which evidence documents to submit for each application and how to check your decision notice for errors in the disability calculation.
