Sefton Council Tax Reduction for Lone Parents and Single Parents

The 25% Single Person Discount Comes First

If you are the only adult in your home — children under 18 don't count — you qualify for the 25% Single Person Discount on your council tax bill. This is not means-tested and has nothing to do with income. You apply, confirm you are the sole adult, and the bill drops by a quarter.

Many single parents stop there, assuming the 25% discount is the only help available. It isn't. The discount reduces your base liability, and then Council Tax Reduction can cut up to 84% of what remains. The two are not alternatives — they stack.

On a Band C property in Sefton (£2,279.76 for 2026/27, before any parish precept), the Single Person Discount brings the bill down to £1,709.82. If you then qualify for the maximum 84% CTR, you pay 16% of that reduced figure — £273.57 for the year, instead of the full £2,279.76.

Child Benefit and Child Maintenance Are Ignored

Sefton's CTR scheme fully disregards Child Benefit and child maintenance payments when calculating your income. Neither is counted in the means test.

This protection is significant for lone parents. If you receive £27.05 per week in Child Benefit for one child plus £50 per week in maintenance, that £77.05 is invisible to the calculation. The council assesses only your earnings, benefits like Universal Credit or Carer's Allowance, and any other non-disregarded income.

The result is a lower assessed income, which means you sit further below the applicable amount threshold — and further from the point where the 20p-per-£1 taper starts reducing your award.

The Lone Parent Earnings Disregard

On top of the Child Benefit and maintenance disregards, lone parents receive a higher standard weekly earnings disregard. Where a single claimant without children gets £5.00 per week disregarded from their earnings, and a couple gets £10.00, a lone parent gets £25.00 per week.

If you earn £200 per week net, the council assesses you on £175.00 — not £200.00. That £25.00 weekly difference shifts your income further below the applicable amount, keeping more of the 84% maximum award intact.

Family Premium in the Applicable Amount

Households with dependent children qualify for a Family Premium within the applicable amount calculation. This raises the threshold your income is measured against.

Combined with the lone parent earnings disregard and the Child Benefit/maintenance disregards, the Family Premium creates a triple layer of protection. Each one independently increases the gap between your assessed income and the threshold, and they all apply simultaneously.

Childcare Costs Are Deductible

If you pay a registered childcare provider — a childminder, nursery, or after-school club — those costs are deductible from your income for CTR purposes. The caps are £175 per week for one child and £300 per week for two or more children, subject to meeting the working-hours requirement.

For a lone parent juggling part-time work and childcare, this deduction can dramatically change the maths. Someone earning £300 per week with £150 in childcare costs is assessed on £150 minus the £25 lone parent disregard — just £125 per week of effective income.

Don't Confuse the Discount With CTR

The Single Person Discount and Council Tax Reduction are separate schemes administered by the same council. You don't choose one or the other — apply for both.

The discount is based on household composition. CTR is based on income. Losing one doesn't affect the other. If your income rises and you lose CTR, you still keep the 25% discount as long as you are the only adult in the property.

The reverse is also true: if an adult child turns 18 and you lose the Single Person Discount, your CTR is recalculated on the higher base liability — but the CTR itself continues as long as your income qualifies.

Applying as a Lone Parent

Apply for the Single Person Discount through Sefton Council's revenues team (online, by phone on 0345 140 0845, or at Bootle One Stop Shop). Apply for CTR separately through the Sefton online portal with evidence of your income, any benefits, and childcare costs.

Our Sefton Council Tax Reduction guide includes worked examples for lone parent households at different income levels, showing exactly how the discount, disregards, and premiums combine to bring the bill down to the 16% minimum — and what to do if even that is unaffordable.
