Salford Council Tax Single Person Discount — How to Claim the 25% Reduction
The Single Person Discount knocks 25% off your Salford council tax bill, and it applies before Council Tax Reduction is calculated — so the two stack. Getting the SPD right matters because every pound it removes from your base liability reduces the amount CTR has to cover.
Who Qualifies
You get the 25% discount if you're the only adult counted for council tax purposes in your property. "Counted" is the key word, because several categories of adults are disregarded — they live there, but the council doesn't count them.
Disregarded adults include:
- Full-time students (studying at least 21 hours per week for a course lasting more than a year, or on a full-time higher education course)
- People certified as severely mentally impaired (SMI)
- Live-in carers who provide at least 35 hours of care per week for someone who isn't their spouse, partner, or child under 18
- 18- and 19-year-olds still in full-time education or who have just left school
- Apprentices earning no more than £195 per week
- Diplomats and members of visiting forces
- Patients residing permanently in hospital
- Care home residents
If you live with one other adult and that person falls into a disregarded category, you qualify for the SPD even though two people occupy the property.
How It Stacks With Council Tax Reduction
The SPD is a statutory discount applied to the gross council tax liability before the CTR percentage kicks in. Salford's worked example for a single resident in a Band A property in Swinton uses a weekly liability of £28.00 after the 25% SPD. If you then qualify for Band 1 CTR (88%), the reduction is calculated on £28.00 per week, not the original gross liability.
Weekly, that looks like: £28.00 liability after SPD → 88% CTR = £24.64 covered → you pay £3.36 per week. Without the SPD, the same property and same CTR band would cost you more because the 12% minimum is applied to a higher figure.
How to Apply
Report your single-person status through the Salford City Council website. You'll need your Council Tax account reference (the 8-digit number on your bill) and may need to provide evidence if the council queries it — for example, a student status letter for a disregarded adult, or an SMI certificate.
If you've been living alone and haven't claimed the SPD, contact the council and ask it to review whether you were eligible for the discount during that period. Eligibility is based on the adults counted in your household.

Common Mistakes
Not claiming after someone moves out. If your partner leaves, a flatmate moves away, or an adult child goes to university, you may now qualify. The discount doesn't apply automatically — you need to tell the council.
Forgetting disregarded categories. Many people assume that because two adults live in the property, the SPD isn't available. If one is a full-time student, SMI-certified, or a qualifying live-in carer, you still qualify.
Not updating when someone moves in. The SPD may stop if another counted adult joins the household. Tell the council when your household changes so it can review your discount.
