Northumberland Council Tax Single Person Discount: How the 25% Reduction Works
What the Single Person Discount Gives You
If you are the only adult who counts for council tax purposes in your property, you qualify for a 25% reduction on your bill. This is a statutory discount — it is not means-tested and does not depend on your income or savings. You qualify whether you earn £15,000 or £150,000.
In Northumberland, Band D council tax for 2026/27 ranges from about £2,494 to £2,692 depending on your parish precept, making the single person discount worth roughly £623–£673 per year.
Who Counts as "Disregarded"
The discount applies when only one adult counts for council tax purposes. Certain people living with you are legally disregarded — they do not count as a second adult. Disregarded categories include:
- Full-time students (studying at least 21 hours per week for a qualification)
- Student nurses
- Apprentices earning no more than £195 per week
- People who are severely mentally impaired and receiving a qualifying benefit
- Carers providing at least 35 hours of care per week (not for a spouse or partner, and not for a child under 18)
- Members of visiting forces and international organisations
- People in detention (except those detained for non-payment of council tax or a fine)
If you live with one adult child who is a full-time student and another who has a certified severe mental impairment, both are disregarded. You qualify for the 25% discount as the sole non-disregarded adult.
How SPD Combines With Council Tax Support
The single person discount is applied before council tax support is calculated. The council starts with your gross council tax liability, subtracts any exemptions, then applies the 25% SPD, and finally applies your council tax support percentage to the remaining figure.
This stacking means a single person in Band 1 (100% council tax support) with the 25% SPD pays nothing. A single person in Band 3 (70% support) pays 30% of an already-reduced liability — the SPD and CTS together can cut the bill by more than 75%.

How to Claim
Apply through Northumberland County Council's online portal or single person discount form. Call 0345 600 6400 if you need help with the application.
The council may ask for evidence that you are the sole non-disregarded adult — proof of a student's enrolment, a carer's hours, or a severe mental impairment certificate from a GP.
The council periodically reviews single person discounts. If your circumstances change — someone moves in, a student graduates, a carer reduces their hours below 35 per week — you must report the change within 21 days. Continuing to claim SPD when you are no longer entitled can result in a backdated bill for the full council tax plus potential penalties.
SPD and Council Tax Support Are Separate Claims
Applying for the single person discount does not apply for council tax support, and vice versa. They are two different reductions administered by the same council. If you qualify for both, make sure you have active claims for each.
The Northumberland Council Tax Reduction guide covers how the single person discount interacts with every income band and includes a screening checklist for all the statutory discounts and exemptions you might be missing.
