Salford Council Tax Reduction Change of Circumstances — The 21-Day Reporting Rule
Salford's Council Tax Reduction scheme gives you 21 days to report a change in your circumstances. That's tighter than most people expect — Housing Benefit allows a month, and although Salford receives Universal Credit award data from DWP, you still have to report changes for CTR. Missing the deadline can mean penalties or an overpayment the council recovers from your account.
What You Must Report
Changes in earnings, household composition, or benefit status must be reported within 21 days, even when your income remains inside the same band. The main triggers:
- Income changes — a pay rise, a new job, losing a job, overtime that pushes your net monthly income across a band threshold.
- UC award changes — if your Universal Credit goes up or down and the shift is enough to move you between bands.
- Household changes — someone moves in, someone moves out, a child is born, a non-dependant reaches 21 or starts working.
- Relationship changes — you move in with a partner (switching you from "single" to "couple" thresholds) or you separate.
- Moving address — if you move out of Salford, your entitlement ends. If you move within Salford, your new property's council tax band may change the calculation.
When Income Changes Don't Matter
One of the advantages of Salford's income-banded scheme is that small fluctuations within the same band don't change your award percentage. If you're a single claimant earning £500 one month and £550 the next, and both figures fall within Band 2 (£468.05 – £631.84), your CTR stays at 75%, but you still need to report the income change within 21 days.
If you're unsure whether a change affects your award, report it and let the council confirm whether the award changes.
How to Report
Use the online portal at salford.gov.uk — you'll need your Council Tax account reference, National Insurance number, and postcode to log in. Alternatively, call 0161 793 2500 or visit a Gateway Centre in person (Pendleton, Walkden, Eccles, or Broughton Hub).
The 21-day clock starts from the date of the change, not from when you notice it. If your pay increased on the 1st and you don't report until the 25th, you're out of time.

What Happens If You Report Late
Late reporting is an offence under Salford's CTR scheme. The consequences can include:
Overpayment recovery: if the change would have reduced your award, the council calculates how much you were overpaid and adds the balance to your Council Tax account. Your next bill increases to recover the difference across your remaining monthly instalments.
Financial penalties or cautions: failure to report within 21 days may lead to a financial penalty or caution.
Keeping Track
If your income fluctuates — zero-hours contracts, freelance work, seasonal shifts — keep a note of which months your net figure crosses a band boundary. The band table is published on the council's website and on our income bands post. When a month's income looks like it might cross a threshold, report it promptly and let the council confirm whether your band has actually changed.
