Salford Council Tax Arrears — Free Debt Advice and What to Expect
The Enforcement Sequence
Stage 1 — Reminder notice. If you miss a payment, the council sends a reminder giving you seven days to pay. If you do not pay within seven days, the whole year's Council Tax becomes due.
Stage 2 — Further missed payments. If you miss another payment, the council sends a second reminder. You can receive a maximum of two reminders in a financial year. If you miss a payment for a third time, the council sends a final notice requiring payment of the full year's bill. If you do not pay within seven days, the council may take legal action.
Stage 3 — Liability order. The council can apply to a magistrate for a liability order, a legal demand for payment. Legal costs may be added to the amount you owe.
Stage 4 — Enforcement. After a liability order, the council can seek deductions from your wages or certain benefits, or send enforcement agents if there is no other way to recover the debt. Bailiff costs may be added.
At every stage, read the notice carefully and seek free debt advice promptly.
What to Do Right Now
Do not ignore correspondence from the council. Letters and summonses can signal formal action. If you're struggling to pay, read the notice and seek advice promptly.
Apply for Council Tax Reduction if you haven't already. If you're on a low income or receiving Universal Credit, you may be entitled to CTR that reduces your liability by up to 88%. A successful application can also reduce any arrears that built up during a period when you should have been receiving the reduction. Contact the council about backdating your claim if eligible.
Contact the council to discuss your account. If you're struggling to pay, ask Salford about payment options and get free debt advice.
Ask about 12-month billing. Under the Council Tax (Administration and Enforcement) Regulations 1992, you have a statutory right to pay your council tax in 12 monthly instalments instead of the standard 10. Spreading the annual bill across 12 months reduces each payment and can prevent future arrears from building.

Bailiff Visits — Your Rights
If enforcement agents have been instructed, these rules apply:
- They must usually give you at least 14 days' notice before their first visit.
- For Council Tax debt, they cannot force entry to your home. You can pay at the door without letting them in.
- They cannot take essentials such as clothes, a cooker, or a fridge; someone else's belongings; or work tools and equipment worth less than £1,350 in total.
- If you are vulnerable, you may be able to get extra time to pay or debt advice.
Contact National Debtline (0808 808 4000) or Citizens Advice Salford promptly if you need help understanding the notice or your options.
