Backdate Council Tax Reduction in Salford — Rules, Time Limits, and Good Cause
If you've been living in Salford and paying more council tax than you needed to because you didn't claim Council Tax Reduction in time, backdating can recover some of that overpayment. But for working-age residents, it's not automatic — you need to prove "good cause" for the entire period you're requesting.
How Far Back Can You Go?
Working-age claimants: up to 6 months, but only if you demonstrate continuous good cause throughout the whole period.
Pension-age claimants: an automatic 3 months with no requirement to explain why you didn't apply sooner.
The difference is significant. Pension-age residents can simply apply and receive three months of backdated support without any justification. Working-age residents need to provide a written statement explaining why they couldn't apply during each month of the requested backdate period.
What Counts as Good Cause
Good cause means exceptional circumstances that genuinely prevented you from submitting an application. Salford assesses this on a case-by-case basis. Reasons that have been accepted include:
- Severe illness or hospitalisation — you were physically unable to manage the application.
- Family bereavement — the death of a close family member disrupted your ability to deal with administrative tasks.
- Official misdirection — the council or DWP gave you incorrect information that led you to believe you didn't need to apply, or that your UC claim would cover council tax.
- Digital access barriers combined with disability — you couldn't access the online portal and your condition prevented you from reaching a Gateway Centre.
"Continuous" is the critical word. If you're requesting six months of backdating, you need to explain why you couldn't apply in month one, and why that reason persisted through months two, three, four, five, and six. A reason that applied in March but not in May creates a gap that breaks the chain.
What Doesn't Count
Not knowing Council Tax Reduction existed — on its own — does not establish good cause.
However, misdirection that caused you not to know can qualify. If you called the DWP and were told your Universal Credit covered council tax, that's misdirection from an official source, and a record of the call strengthens the case.

How to Request Backdating
Include a written backdating statement with your CTR application, or submit one separately if you've already applied and want to extend the start date. The statement should:
- Name the specific date you want your claim backdated to.
- Explain the circumstances that prevented you from applying for each month in the period.
- Provide any supporting evidence — hospital discharge letters, appointment records, written correspondence from the council or DWP.
Submit it through the online portal at salford.gov.uk. If you're sending a separate written request by post, contact Salford City Council to confirm the correct address.
What Happens if Backdating Is Awarded
The backdated CTR credit gets applied directly to your Council Tax account. If you've built up arrears during the gap, the credit reduces or clears them. If you're up to date, it lowers your remaining monthly instalments. Either way, Salford issues a revised demand notice showing the updated figures.
If the backdating request is refused, you can challenge the decision through the internal review process and, if that fails, appeal to the Valuation Tribunal for England — both free.
