Backdating Council Tax Reduction in Redbridge
How Far Back You Can Claim
Redbridge allows working-age Council Tax Reduction to be backdated up to 12 months from the date your formal written backdating request is received. That's the absolute maximum — you can't go further regardless of circumstances.
The 12-month window is measured from when the council receives your request, not from when you first became eligible. If you submit your backdating request on 1 November 2026, the earliest start date possible is 1 November 2025.
The Continuous Good Cause Test
Backdating isn't automatic. You have to demonstrate continuous good cause for the entire period you're asking to cover. This means showing that exceptional circumstances prevented a reasonable person in your situation from applying sooner — not just for the month you missed, but for every month in the backdated period.
The council evaluates factors like:
- Serious illness or hospitalisation that made it physically impossible to apply
- Severe mental health episodes affecting your capacity to manage admin
- Official misdirection — if the council, DWP, or another agency gave you incorrect information that led you to believe you didn't need to apply
- Bereavement or personal crisis of such severity that managing a benefits application wasn't feasible
"I didn't know about the scheme" on its own usually isn't enough. The test is whether a reasonable person in your specific circumstances would have been unable to apply, not simply unaware.
How to Submit a Backdating Request
The request must be in writing — either through the online portal or by letter to the Benefits Service at Lynton House, 255-259 High Road, Ilford, IG1 1NN.
Include:
- The specific period you're asking to cover (from which month to which month)
- A detailed explanation of why you couldn't apply during that time — be specific about dates, events, and how they prevented you from making a claim
- Supporting evidence — medical letters, hospital discharge summaries, appointment records, letters from support workers, or copies of incorrect advice you received
The council won't accept vague statements. "I was unwell" needs dates and a GP or consultant letter. "I was told I didn't qualify" needs details of who told you, when, and how.

What Happens If Backdating Is Refused
If the council rejects your backdating request, you receive a formal decision letter explaining why. You can then request an internal review — write to the Benefits Service at Lynton House within the timeframe stated in the decision letter.
If the internal review also goes against you, the next step is an appeal to the Valuation Tribunal for England (VTE), which is free. The VTE makes independent decisions on Council Tax Reduction disputes.
The backdating decision is separate from the CTR award itself. A refusal to backdate doesn't affect your ongoing entitlement from the date you applied — it only means the council won't extend the award to cover the earlier period.
Making It Count
A successful 12-month backdating claim on a Band C property under Scheme 1 (73% reduction) is worth over £1,400 in credited Council Tax. Even under Scheme 5 (36%), that's around £700. The evidence burden is real, but the financial payoff for a strong good-cause case is significant.
Our Redbridge Council Tax Reduction guide includes a backdating request template and a checklist of the evidence the council looks for when evaluating continuous good cause claims.
