Plymouth Council Tax Reduction for Pensioners: Pension-Age Rules Explained
If you have reached State Pension age and live in Plymouth, Council Tax Reduction works differently for you than for working-age residents. Pension-age entitlement is governed by national regulations rather than Plymouth's local scheme, and the rules are significantly more generous — support can cover up to 100% of your Council Tax bill with no mandatory minimum payment.
How Pension-Age Rules Differ
Plymouth's local Council Tax Support scheme — with its income bands, 80% maximum award, 20% minimum payment, and £6,000 capital limit — applies only to working-age claimants. Once you reach State Pension age, your entitlement is calculated under the Council Tax Reduction Schemes (Prescribed Requirements) Regulations 2012, a national framework that all English councils must follow.
The key differences:
| Working-Age (Local Scheme) | Pension-Age (National Rules) | |
|---|---|---|
| Maximum support | 80% of liability | 100% of liability |
| Minimum payment | 20% always payable | Can be reduced to £0 |
| Capital limit | £6,000 hard cut-off | £16,000 upper limit unless you receive Guarantee Credit |
| Capital taper | None — binary pass/fail | £1/week for every £500 (or part) above £10,000, up to £16,000 |
| Property band cap | Band E maximum | No cap — assessed on actual band |
| Calculation method | Income bands (fixed percentages) | Applicable amounts and 20% taper on excess income |
For many pensioners on low incomes, this means Council Tax Reduction can eliminate the entire bill.
Who Qualifies as Pension-Age
You are routed into the pension-age scheme if you have reached State Pension age and neither you nor your partner receives a working-age means-tested benefit — Income Support, Income-Based JSA, Income-Related ESA, or Universal Credit.
The critical detail: if one member of a couple has reached State Pension age but the other receives Universal Credit or another working-age benefit, the whole household is assessed under Plymouth's working-age local scheme. That means the 80% cap, the 20% minimum payment, and the £6,000 hard capital limit all apply, even to the pension-age partner.
Pension Credit and Passporting
If you receive the Guarantee Credit element of Pension Credit, you are passported to maximum Council Tax Reduction under the pension-age scheme, subject to any applicable non-dependant deductions. You do not need to go through an income assessment.
If you receive only the Savings Credit element, your pension-age entitlement is calculated using the national means test — your income is compared against applicable amounts for your household type, and any excess income above the applicable amount reduces your award by 20p for each £1 of excess.

The Capital Rules for Pensioners
Unlike Plymouth's binary £6,000 working-age cut-off, the pension-age scheme ignores capital up to £10,000. Between £10,000 and £16,000, it adds tariff income of £1 per week for each £500 (or part of £500) above £10,000. Capital above £16,000 normally prevents entitlement, unless you receive the Guarantee Credit element of Pension Credit.
Second Adult Rebate
Pension-age claimants may also qualify for Second Adult Rebate — a separate reduction based on the income of other adults living in the property rather than the claimant's own income. This applies when you do not qualify for Council Tax Reduction on your own income (because it is too high) but the other adults in your home have low incomes. The rebate can reduce your bill by up to 25%.
You cannot receive both Council Tax Reduction and Second Adult Rebate — the council assesses both and awards whichever is higher.
How to Apply
The application route is the same as for working-age claims — through Plymouth City Council's online portal at plymouth.gov.uk/council-tax-support. You will need to provide identity documents, proof of income (pension statements, Pension Credit award letters), and bank statements for capital verification.
If you are already receiving Pension Credit, keep your award letter handy — it can significantly speed up the process since Guarantee Credit recipients are passported straight to maximum support.
The Plymouth Council Tax Reduction Guide covers both the working-age and pension-age schemes, including how mixed-age couples are assessed and what happens when one partner reaches State Pension age.
