Plymouth Council Tax Reduction Eligibility
The Basic Qualifying Conditions
To claim Plymouth Council Tax Support, you need to meet three conditions simultaneously:
- You're legally liable for Council Tax at a property in Plymouth — as an owner-occupier or tenant aged 18 or over
- The property is your sole or main residence — you actually live there
- Your household capital is below £6,000 (working-age) — savings, investments, and bank balances combined
If you meet all three, the amount of support you get depends on your net weekly household income and which income band it falls into. The maximum working-age discount is 80%.
Working-Age vs Pension-Age
Plymouth runs two completely different systems depending on your age.
Working-age: Local rules set by Plymouth City Council. Maximum 80% discount, £6,000 capital limit, income-banded assessment, Band E property cap.
Pension-age: National rules set by central government. Up to 100% discount, £16,000 capital limit, more generous assessment with taper rates instead of bands.
The dividing line is State Pension age. If you've reached it and neither you nor your partner receives a working-age means-tested benefit (Income Support, Income-Based JSA, Income-Related ESA, or Universal Credit), you're assessed under the pension-age scheme. If either partner still receives one of these working-age benefits, the household stays in the working-age system — even if one of you is over State Pension age.
Immigration and Residency
Council Tax Support is classified as a public fund under immigration legislation. The residency requirements are:
- British citizens, Irish nationals, ILR holders, and EU/EEA nationals with Settled Status — qualify, provided they meet the habitual residence test in the Common Travel Area
- Pre-Settled Status holders — must demonstrate an additional qualifying Right to Reside (worker status, self-employed status, or retained worker status)
- Visa holders with "No Recourse to Public Funds" (NRPF) — excluded from CTS
Complex immigration situations — particularly around retained worker status after job loss or EU nationals with Pre-Settled Status — should be checked with an accredited immigration adviser before applying.

Who Doesn't Qualify
Even if you meet the basic conditions, certain situations disqualify you:
- Capital at or above £6,000 — an absolute bar with no taper
- Income in Band 5 — above the highest threshold for your household type, meaning 0% support
- Full-time students — generally exempt from Council Tax liability or disregarded; some working-age students, such as single parents or disabled students eligible for means-tested benefits, may still qualify for CTS
- Absent from the property — though temporary absences up to 13 weeks (or 52 weeks for hospital stays or approved care) are permitted if you intend to return
The £6,000 Capital Test
This is the condition that catches the most people off guard. Plymouth doesn't phase out support as savings increase — it's a hard cliff. Below £6,000, capital is entirely ignored in the assessment. At £6,000 or above, entitlement is zero.
Capital includes current accounts, savings, ISAs, Premium Bonds, shares, and PayPal balances. Both partners' capital is combined. Your main home is excluded, but equity in a second property counts.
Joint Tenants and Couples
Joint tenants are assessed based on their individual share of the Council Tax liability. Married couples, civil partners, and cohabiting partners have their income and capital assessed jointly — you can't claim as an individual if your partner's income or savings push the household over the thresholds.
The Plymouth Council Tax Reduction Guide includes a self-assessment checklist that walks through each qualifying condition with the exact thresholds for your household type — so you know whether you qualify before starting the application.
