Moved House? How to Transfer Your Pensioner Rates Concession in QLD

Concessions Do Not Transfer Automatically

This is the most common mistake pensioners make when moving house in Queensland. You sell your home in one local government area, buy in another, and assume the pensioner rate subsidy carries over. It does not. The Queensland Pensioner Rate Subsidy Scheme and any council-funded remission are tied to a specific property assessment in a specific council — not to you personally.

When you settle on a new property, the old council closes your concession on that assessment. The new council has no record that you were ever receiving a pensioner discount. Until you submit a fresh application to the new council, you pay full rates.

Moving Within the Same Council Area

Even if you stay within the same local government area — selling a house in one suburb and buying in another within, say, Brisbane or the Sunshine Coast — you still need to lodge a new application. The Queensland Government says a new application is required when you change address. The concession is attached to the rates assessment number, which changes when the property changes.

Contact the council's rates team or use its application portal to lodge the new application and confirm the supporting documents it requires. Notify the council of the change within 21 to 30 days of settlement.

Moving to a Different Council

When you cross council boundaries, you are starting from scratch. The process mirrors a first-time application:

  1. Notify your old council that you have sold the property. Concession credits are settled at the conveyancing stage — any unused concession for the remaining rating period gets factored into the settlement statement between buyer and seller.

  2. Lodge a new application with the new council. You need the new property's rate assessment number, your Pensioner Concession Card or DVA Gold Card details, signed consent for Centrelink Confirmation eServices (CCeS) verification, and proof of ownership. Include front and back copies of the card if CCeS verification fails or you hold a DVA Gold Card.

  3. Apply to the water retailer separately if you are moving within South East Queensland. The SEQ Pensioner Water Subsidy (up to $120 per year) is administered by the water distributor-retailer — Urban Utilities, Unitywater, or a council-owned utility — not by the council's rates team. A new water subsidy application goes to the new retailer.

  4. Check the timing. Council rules set the concession start date. Depending on the council, it can be the date the completed application is received, the start date on your concession card, or the first day of the current rating period. Councils prorate concessions under their local rules, using daily, quarterly, or half-yearly calculations.

The Cost of Waiting

Every rating period you go without applying is money left on the table. The state subsidy alone is worth up to $200 per year, and council remissions add substantially more — up to $1,350 per year in Brisbane, $543 on the Sunshine Coast, $535 in Redland City, or $335 in Cairns.

Backdating is restricted. Councils generally do not apply concessions retrospectively to previous rating years. Limited exceptions include council or water-utility errors, or a card grant date backdated by Centrelink or DVA; discretionary backdating is capped at the current rating year or 12 months. The practical lesson: lodge the application within the first few weeks of settlement, not months later.

What to Tell Your Conveyancer

Your solicitor or conveyancer handles the settlement adjustment for rates at the point of sale, but they do not lodge a new concession application on your behalf. That is your responsibility, or your EPOA holder's if someone manages your affairs under an Enduring Power of Attorney.

Ask your conveyancer to give you the new property's rate assessment number as soon as settlement confirms — you need it for the application form.

Don't Forget to Update Centrelink or DVA

Moving house is a reportable change of circumstances for Centrelink and the DVA. But informing them does not automatically update your council or water retailer records. You must notify each authority separately: Centrelink or DVA for your pension records, the new council for rates, and the new water retailer for the water subsidy if applicable.

If your concession card expires and is replaced with a new Customer Reference Number, tell the council. A new application or annual declaration is required so the council can verify your current card.
