Lewisham Council Tax Reduction for Disabled Residents
How Disability Changes the Calculation
Disabled residents in Lewisham don't get a separate council tax scheme — they're assessed under the same working-age CTR rules as everyone else, with the same 75% maximum award cap. But several mechanisms within the calculation work in their favour, and missing any of them means paying more than you should.
The three main advantages are: higher earnings disregards, disability premiums that raise your applicable amount, and non-dependant deduction waivers. Combined, these can push your assessed "excess income" to zero, giving you the maximum 75% award even when you have some income coming in.
PIP and the Non-Dependant Deduction Waiver
If you or your partner receives the daily living component of Personal Independence Payment, all non-dependant deductions on your CTR are waived. The same applies if you receive Attendance Allowance or the care component of Disability Living Allowance.
This matters more than most people realise. Non-dependant deductions can take £20 or more per week off your CTR award for each working adult living in your household. When those deductions are waived, your full CTR award is protected regardless of how many adult relatives or friends share your home.
PIP itself isn't counted as income in the means test. Neither is DLA or Attendance Allowance. These benefits exist to cover disability-related costs, and the council ignores them entirely when calculating your weekly income.
ESA and Disability Premiums
Employment and Support Allowance signals to the council that disability premiums should be included in your applicable amount. The applicable amount is the baseline needs figure — your income is compared against it, and any shortfall means you get the maximum CTR.
Disability premiums raise that baseline. When your applicable amount is higher, your income is more likely to fall below it, and the 20% taper that reduces your award never kicks in. The enhanced disability premium adds even more, and it stacks with the standard disability premium.
If you receive the support component of ESA (meaning the DWP has assessed you as having limited capability for work-related activity), the council should include the disability premium and potentially the enhanced disability premium in your applicable amount. Check your decision notice to confirm these were actually applied.

The Disability Band Reduction Scheme
Separate from CTR, the Disability Reduction Scheme charges your property at one band lower if your home has been adapted with one of these features for a disabled resident:
- An extra room used predominantly by the disabled person
- An extra bathroom or kitchen
- Sufficient floor space for using a wheelchair indoors
A Band D property gets charged at the Band C rate, a Band C at Band B, and so on. Band A properties (already the lowest) receive a reduction equivalent to one-sixth of the Band D charge.
This reduction applies before CTR is calculated, so it shrinks the liability that the 75% cap applies to. The combined effect of a band reduction plus maximum CTR significantly lowers the annual amount you owe.
Applying requires an online form through the MyLewisham portal and a mandatory home inspection visit by the council. Have evidence of the adaptation (building works documentation, occupational therapist reports) ready.
The 25% Cap Still Applies
Here is where Lewisham differs from some neighbouring boroughs. Despite all the disability protections within the means test, working-age disabled residents are still subject to the 75% maximum award and 25% minimum payment. Some London councils exempt disability benefit recipients from this cap entirely. Lewisham does not.
If the 25% minimum is genuinely unaffordable due to disability-related costs, the Section 13A hardship route through the Crisis and Resilience Fund is the mechanism for seeking further relief.
The Lewisham Council Tax Reduction guide covers the full disability premium calculation with a worked example for a PIP recipient in a Band D property, plus the non-dependant deduction calculator to check what your household's deductions should be.
