Leicester Council Tax: Which Council Do I Pay? City vs County Explained

City Council vs County Council

Leicester City Council and Leicestershire County Council are completely separate authorities with different council tax charges, different Council Tax Reduction schemes, and different application portals. Which one you deal with depends entirely on your address.

Leicester City Council is a unitary authority covering the 21 wards within the city boundary — including Belgrave, Braunstone, Evington, Humberstone, Knighton, Rushey Mead, Spinney Hills, Thurnby Lodge, and Westcotes. If you live within the city, Leicester City Council is your billing authority. You pay your council tax to them, and you apply for Council Tax Reduction through their scheme.

Leicestershire County Council covers the surrounding county, but it is not a billing authority. Council tax bills in the county come from district councils: Blaby District Council, Charnwood Borough Council, Harborough District Council, Hinckley and Bosworth Borough Council, Melton Borough Council, North West Leicestershire District Council, and Oadby and Wigston Borough Council. Each district runs its own Council Tax Reduction scheme with its own rules.

Why This Matters for Council Tax Reduction

Leicester City Council's income-banded scheme — with its six bands, vulnerable/non-vulnerable split, 80% cap for non-vulnerable households, and £6,000 capital limit — applies only within the city boundary. If you live in Oadby, Wigston, Blaby, or anywhere in the surrounding districts, their local scheme rules apply instead, and those rules may be completely different.

Moving from the city to a neighbouring district (or the reverse) means closing your existing Council Tax Reduction claim and starting fresh with the new billing authority. Your claim does not transfer.

How to Check Which Council Covers Your Address

The simplest check: look at your council tax bill. The billing authority name is printed on the demand notice. If it says Leicester City Council, you are in the city. If it names a district council (Blaby, Charnwood, etc.), you are in the county.

You can also check online: enter your postcode on GOV.UK's "Find your local council" page. It will tell you which billing authority handles your council tax.

General postcode guidance (not definitive — boundaries do not follow postcodes exactly):

  • LE1 to LE5 postcodes are predominantly within Leicester City Council, but some LE5 addresses fall into Oadby and Wigston
  • LE6 to LE19 postcodes are mainly county districts
  • LE67 is North West Leicestershire

Do not rely on postcode alone. Properties near administrative boundaries can have a city postcode but fall under a district council, or vice versa. Your council tax bill is the definitive answer.

Ward-Specific Queries

Leicester City Council's 21 wards all follow the same council tax support scheme. Whether you live in Belgrave, Braunstone, Rushey Mead, Spinney Hills, Humberstone, or Evington, the income bands, capital limits, and vulnerable household criteria are identical. Your ward affects which councillors represent you, not your council tax support rules.

If you are unsure which ward you are in, the council's website lets you look up your ward by postcode. But for Council Tax Reduction purposes, it makes no difference — the scheme is city-wide.

What If You Are Moving?

If you move within Leicester (from one ward to another), your claim continues but you must report the change of address within 21 days. If you move out of Leicester to a neighbouring district, your Leicester claim ends and you must apply to the new billing authority from scratch.

Going the other direction — moving into Leicester from a surrounding area — means applying to Leicester City Council as a new claimant. If you apply within one calendar month of becoming liable at your new address, your entitlement starts from the date liability began rather than the Monday after your application.

The Leicester Council Tax Reduction guide covers the full application process for Leicester City Council residents, including the documents you need and how to navigate the online portal.
