Leeds Council Tax Support Jobseeker Cliff-Edge: Why Your Award Drops to Zero After 6 Months

What the Cliff-Edge Is

Under the Leeds UC CTS Scheme, Class 2 covers jobseekers — residents receiving Universal Credit who are subject to full work search requirements and are not currently working. For the first six continuous months, Class 2 claimants receive up to 75% of their net council tax charge as a Council Tax Support award.

Once your continuous period in Class 2 exceeds six months, the award drops to zero. Not reduced — eliminated. If you were receiving the full 75% reduction, your share rises from 25% to the full council tax charge (after other discounts). Your Universal Credit continues, but your council tax support vanishes.

This is a local Leeds rule, not a national one. Other councils handle jobseeker support differently. The limit can affect residents who are still actively searching but have not yet found employment.

How the Six Months Are Counted

The clock starts on the first day you are classified as Class 2 — a UC jobseeker subject to full work search with no current employment. It runs continuously. If you break the six-month streak by moving to a different entitlement class (for example, by starting part-time work and moving to Class 3), the clock resets.

The critical word is "continuous." Moving out of Class 2 breaks the continuous Class 2 period. If your work or UC work-search requirements change, report the change to Leeds and ask it to confirm the class and effective date it has recorded.

How to Avoid the Drop

The most straightforward route is to start any paid work — even a few hours per week — before the six-month mark. Once you are in work, you move from Class 2 (jobseeker) to Class 3 (standard UC claimant). Class 3 has no Class 2 six-month cutoff and allows up to 75% support while you remain eligible, minus any surplus income deduction.

If you cannot find work before the six months expire, do not assume that the discretionary fund covers the Class 2 time limit. Leeds describes that support for exceptional cases after a transfer to Universal Credit: you must have had protected status before the transfer, your CTS award must have fallen by at least 25% from its previous amount, your overall income loss must be at least as large as the CTS reduction, and you must show financial hardship. To request the official form, email [email protected] with the subject “Request for Discretionary Council Tax Support” and include your CTS claim number, full address, date of birth, and National Insurance number.

What If You Have Already Lost Your Award

Report a change in work or UC circumstances to Leeds promptly. If there has been no CTS award for a continuous six months, the CTS application expires; if your circumstances change after it has expired, you must make a new application. Otherwise, ask Leeds to confirm how the change affects your class and award.

The Leeds Council Tax Reduction guide explains the Class 2 rules in detail, including how to track your six-month window and the limited eligibility for discretionary support after some Universal Credit transfers.
