Leeds Council Tax Support Renewal: What Happens Each April

How Council Tax Support Renews in Leeds

Every April, Leeds City Council recalculates your Council Tax Support for the new financial year. For most claimants on Universal Credit, the process is largely automatic — but "automatic" does not mean "unchanged," and there are specific things to check.

The Annual Rollover

If you received CTS in the previous financial year and your circumstances have not changed, the council generally continues your claim into the new year. For UC claimants, the DWP data feed updates the council on your income and benefit status continuously, so the council recalculates your award based on the latest figures.

What does change every April:

  • The gross council tax charge. Leeds typically adjusts council tax rates each year. For 2026/27, the Leeds element rose by 4.99%; including police and fire precepts, the overall increase is 5.12%. Parish or town council precepts can make the total different in some areas. A higher charge changes the base CTS calculation even if your income is unchanged.
  • Non-dependant deduction rates. The fixed weekly deductions for adult non-dependants in your household are updated annually. The 2026/27 rates range from £5.20 to £15.95 depending on the non-dependant's income.
  • Personal allowance figures. The CTS personal allowance tracks the DWP UC standard monthly allowance, which is usually uprated each April.

The net effect: your CTS award can go up, down, or stay roughly the same, depending on how these moving parts interact.

What to Check on Your April Bill

When your new annual council tax bill arrives (usually March, for the year starting April):

Compare the CTS discount line to last year's. If it dropped, check whether the cause is a council tax increase, a change in your income, or a new non-dependant deduction. Sometimes the answer is simply that council tax went up and your CTS did not keep pace.

Verify your household details are correct. If the bill assumes a non-dependant lives with you who has since moved out, you may be losing £5–£16 per week in unnecessary deductions. Report the change.

Check whether you still have Single Person Discount. If someone moved in during the year and you forgot to report it, the council may remove SPD at the annual review and recalculate CTS on the higher base liability — plus an overpayment for the months SPD was incorrectly applied.

General Scheme Claimants: The Review Form

If you are on the General CTS Scheme (legacy benefits — not Universal Credit), the renewal process is different. The council may send you an annual review form asking you to confirm your income, capital, and household details. If you do not return the form by the deadline, the council can end your CTS claim.

Return the form by its deadline, even if nothing has changed. If you miss it, contact the Benefits Service straight away and ask whether to send the form or make a new claim; do not assume that the application has expired.

When Circumstances Change Mid-Year

The annual review is not the only time CTS gets recalculated. Any change in circumstances — a wage increase, a partner moving in, capital exceeding £16,000, a non-dependant starting work — triggers a reassessment whenever it occurs. Under scheme rules, you must report changes to Leeds City Council within one month.

Under Leeds' 2026/27 UC scheme, a change to a UC award, including its elements, takes effect from the first day of the assessment period that award covers. For a claimant under that scheme who is not receiving UC, an income change takes effect when the new income level is received and another change takes effect on the day it occurs. If a change increases CTS and is reported more than one month late, it takes effect from the report date. The General Scheme has separate rules, so check your decision notice or ask the Benefits Service about the effective date for that scheme.
