Council Tax Support When Moving House in Leeds

What Happens to Council Tax Support When You Move in Leeds

Moving house does not automatically transfer your Council Tax Support. Whether you are moving within Leeds or arriving from another council area, you need to take specific steps to keep (or start) your discount — and the timing matters.

Moving Within Leeds

If you move from one Leeds address to another, report the change of address to Leeds City Council using its change-of-circumstances form. Do not assume that your CTS award has transferred to the new council-tax account.

Two things to do immediately:

Report the move to the council. Leeds says you must report an address change within one month. Under its 2026/27 UC scheme, if a change increases your CTS and you report it more than one month after it happened, the increase takes effect from the date you report it.

Apply for CTS at the new address straight away. If you receive Universal Credit and become liable for council tax for the first time at the new home, an application received within one month of being charged is treated as made from the date your liability began. Tell the DWP about the address change through your UC journal as well; updating UC does not replace reporting the move to Leeds for CTS purposes.

Your new property may be in a different council tax band, which changes the calculation. A lower band means lower gross liability and potentially a higher net CTS award relative to the bill. A higher band means a higher minimum payment even at the full 75% discount.

Moving Into Leeds From Another Council Area

If you are arriving from outside Leeds, you need a brand-new CTS claim with Leeds City Council. Your previous council's scheme does not apply here — Leeds runs its own local rules with its own caps, deductions, and entitlement classes.

Key differences you might encounter:

  • Leeds caps working-age CTS at 75% (some councils cap at 70% or 80%)
  • Leeds applies a 15% surplus income deduction on income above the personal allowance
  • Leeds has a 6-month jobseeker cliff-edge (Class 2 UC Jobseekers lose all CTS after their continuous Class 2 period exceeds six months)

Apply as soon as you receive your first Leeds council tax bill — or even before. You can submit an advance claim up to 8 weeks before becoming liable for council tax at the new address. This means the claim is ready to process on the day you move in.

Overlapping Liability Periods

The most common financial trap when moving is double liability. Council tax liability at each property depends on who owns or occupies it and when those circumstances change. Give Leeds your move-out and move-in dates and tenancy details so it can confirm when each account starts and ends and whether an exemption or discount applies.

If your legal liability dates overlap, you may owe council tax on both properties. CTS can only cover one property (the one you live in as your sole or main residence). The old property, once empty, may qualify for an empty-property exemption or discount depending on the circumstances, but CTS does not apply to it.

Contact the council on 0113 222 4404 if you are stuck paying on two properties. Give it your move dates and tenancy details so it can check the liability dates and whether any exemption covers the gap.

What About Backdating?

If you moved and forgot to apply for CTS at the new address, backdating is possible but harder than you might think. Working-age claimants can request up to 6 months of backdated CTS, but you must prove continuous good cause for the entire delay period — a genuine reason (illness, official misdirection, crisis) that prevented a reasonable person from applying sooner.

Simply not knowing about CTS is not always accepted as good cause. The stronger your evidence — medical notes, hospital admission records, evidence of a housing crisis — the better the chance.

For the full application walkthrough, evidence checklist, and backdating templates, the Leeds Council Tax Reduction Guide takes you through every step from move-in to claim.
