Council Tax Support and the Bedroom Tax in Leeds
How the Bedroom Tax Affects Council Tax Support in Leeds
The bedroom tax — officially the "removal of the spare room subsidy" — is a housing cost deduction, not a council tax deduction. The reduced rent support can make it harder to keep up with council tax too.
What the Bedroom Tax Actually Does
If you rent from a social landlord (a council or housing association property) and you have spare bedrooms, the DWP reduces the housing costs element in your Universal Credit:
- 14% reduction for one spare bedroom
- 25% reduction for two or more spare bedrooms
This deduction comes off your UC housing element — the part of Universal Credit that covers rent. It does not directly reduce your council tax bill. Council tax and rent are separate liabilities handled by separate systems.
The Indirect Impact on CTS
Here is where it gets less obvious. The bedroom tax reduces your UC housing-cost amount, but the amount of your UC payment is not itself an income figure in the Leeds CTS calculation.
Under the Leeds UC CTS Scheme, the council receives your UC data via the DWP electronic feed. Your CTS personal allowance is based on the UC standard monthly allowance (£424.90/month for a single person aged 25+ in 2026/27), not on the housing element. So the bedroom tax deduction from your housing element does not directly reduce your CTS personal allowance.
However, the bedroom tax often pushes people into financial difficulty — covering the rent shortfall out of other UC elements or personal income — which can lead to a chain of consequences: arrears on rent, arrears on council tax, or cutting into the minimum 25% council tax payment that CTS does not cover.

The Real Problem: Paying Both Shortfalls
If you are a working-age UC claimant in Leeds, your council tax support maxes out at 75% of the net liability. You owe the remaining 25%.
If you also face a 14% bedroom tax reduction on your rent, you are covering two shortfalls from the same limited income:
- 25% of your council tax bill (the CTS gap)
- 14–25% of your eligible rent (the bedroom tax gap)
Using the standard 2026/27 Leeds Band A charge before any parish precept, the CTS gap after Single Person Discount is about £5.46/week. A 14% bedroom tax on a £100/week rent adds £14/week. Together, that is about £19.46/week — around £1,012 per year — that your UC standard allowance must absorb.
What You Can Do
Apply for Discretionary Housing Payments. Since April 2026, Leeds replaced DHPs with a local Housing Payments (HP) scheme. Housing Payments help cover rent shortfalls, including those caused by the bedroom tax. They cannot be used for council tax — that is what CTS is for — but reducing the rent gap frees up income for the council tax gap.
Check the bedroom count. The DWP's bedroom assessment follows specific rules. Certain situations qualify for an extra bedroom: couples who cannot share due to disability, overnight carers, children with severe disabilities who need their own room, and armed forces members deployed away. If the assessment is wrong, challenging it can remove the deduction entirely.
Check all available council tax discounts. Council Tax Support is not the only discount. If you live alone, claim the 25% Single Person Discount. If a household member has a severe mental impairment (certified by a doctor and receiving a qualifying benefit), they can be disregarded for council tax purposes — potentially restoring SPD or enabling a full exemption.
Apply for the council's hardship fund. If your combined shortfalls create genuine financial hardship, Discretionary Council Tax Support under Section 13A(1)(c) may top up your CTS beyond 75%. Email [email protected] with the subject "Request for Discretionary Council Tax Support."
