Lambeth Council Tax Reduction for Pensioners: What Pension-Age Residents Get
How the Pensioner Scheme Differs From Lambeth's Working-Age Scheme
Lambeth's working-age Council Tax Support scheme caps help at 73.5% of the bill and uses an income-banded grid to decide awards. Pensioners get a completely different deal. If you've reached state pension age, your Council Tax Reduction is governed by national rules set in the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012 — not by Lambeth's local scheme.
The headline difference: pension-age applicants can receive up to 100% reduction of their council tax liability. There is no mandatory minimum payment. Working-age claimants normally pay at least 26.5%, unless they qualify for a separate statutory exemption or discretionary hardship relief. Pensioners whose income falls below the national applicable amount can pay nothing.
The capital limit is also more generous. Working-age applicants are cut off at £10,000 in savings. For pensioners, the standard threshold is £16,000, but it does not apply if you receive Pension Credit Guarantee Credit. For other pension-age applicants, savings between £10,000 and £16,000 generate tariff income of £1 per week for each £500 (or part of £500) above £10,000.
Who Counts as Pension Age
You qualify under the pensioner scheme if both you and your partner (if you have one) have reached state pension age. The current state pension age is 66, rising to 67 between 2026 and 2028.
Mixed-age couples — where one partner is below state pension age — are treated as working-age under Lambeth's Council Tax Support scheme, whether or not they claim Universal Credit. That puts the couple onto Lambeth's local banded scheme with its 73.5% cap. Pension-age rules apply when both partners have reached state pension age.
How the National Means Test Works
The pensioner scheme compares your total weekly income against a statutory "applicable amount" that varies by household composition. Income below the applicable amount means 100% reduction. Income above it reduces the award by 20p for every £1 of excess — a taper that's far gentler than the cliff edges in Lambeth's working-age income bands.
Income counted includes state pension, private/occupational pensions, and earnings. Attendance Allowance, Disability Living Allowance, Personal Independence Payment, and War Disablement Pension are fully disregarded.

How to Apply
Pension-age applicants apply through the same Lambeth portal as working-age residents — the MyLambeth account or the standalone webform at lambeth.gov.uk. You'll need proof of identity, your council tax bill, pension statements, bank statements covering two months, and details of any savings or investments.
One advantage for pensioners: claims are automatically backdated up to three months before the application date without needing to prove "good cause." Working-age applicants must demonstrate continuous good cause for a maximum 13-week backdate, which is far harder. If you've been putting off your application, you haven't necessarily lost those earlier months.
Pensioners Living With Working-Age Adults
If adult children or other non-dependants live with you, Lambeth applies non-dependant deductions that reduce your award — £10 per week for each non-working adult or £16 per week for each working adult in the household. But if you receive the Daily Living component of PIP, the Care component of DLA, or Attendance Allowance, these deductions are waived entirely.
This exemption matters for older residents whose adult children have moved back home. Without the disability benefit exemption, a single working child could reduce a pensioner's weekly award by £16 — over £800 a year.
What to Do Next
If you're at or above state pension age and not yet claiming Council Tax Reduction, apply through Lambeth's online portal. Your three-month automatic backdate means there's a window of unclaimed support you can still recover. For a full walkthrough of the application, evidence requirements, and how to challenge a decision, the Lambeth Council Tax Reduction guide covers the process end to end.
