Brent Council Tax Reduction for Pensioners: What You Get and How to Claim

Pensioners Get a Completely Different Deal

If you've reached state pension age (currently 66), the council tax reduction rules that apply to you in Brent are nothing like the working-age scheme. While working-age residents face a mandatory 35% minimum payment under Brent's local scheme, pensioners fall under national regulations that can cover up to 100% of your council tax bill.

This is set by central government. Brent Council has no power to alter the pension-age entitlement rules — they're prescribed by the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012.

How the Pension-Age Scheme Works

The national scheme uses traditional means testing rather than Brent's income-banded grid. Two things matter: your weekly income and your capital (savings, investments, and other assets).

Capital limit: The pension-age threshold is £16,000 — significantly higher than the £6,000 working-age cutoff. Savings between £6,000 and £16,000 generate "tariff income" of £1 per week for every £500 (or part of £500) above £6,000. Below £6,000, your capital is ignored entirely.

Guarantee Credit passport: If you receive the Guarantee Credit element of Pension Credit, you're passported straight to the maximum reduction — up to 100% of your eligible council tax liability. No income calculation needed.

For pensioners without Guarantee Credit, the council compares your weekly income against an "applicable amount" (your assessed needs). If income is at or below that amount, you get the maximum reduction. If it's above, the excess is tapered at 20% against your weekly council tax liability.

Mixed-Age Couples: Which Scheme Applies

Here's where it gets complicated. If one partner has reached pension age but the other is still working-age, the scheme that applies depends on your benefits:

  • Claiming Universal Credit: You're treated as a working-age household, which means Brent's local scheme applies — including the 35% minimum payment and the £6,000 capital limit
  • Not on Universal Credit: You may be assessed under the pension-age national scheme

This distinction catches many couples off guard. If your partner is under 66 and you're claiming UC as a couple, you won't get the more generous pension-age rules.

How to Apply

Pensioners apply through the same route as everyone else — Brent Council's online "My Account" portal. You'll need:

  • Proof of identity (passport or driving licence)
  • Your council tax bill or tenancy agreement
  • Pension statements (State Pension, Pension Credit, any private pension)
  • Bank statements covering the last two months
  • Details of any other income

A Universal Credit claim alone does not automatically generate a council tax reduction award. If you want to claim Council Tax Support as part of a Universal Credit claim, indicate this when making your UC claim; you can also apply through Brent's My Account portal.

If you're not comfortable with online forms, Brent Hubs across the borough offer digital assistance. Brent says the person claiming Council Tax Support must complete the form themselves; ask the council what help or adjustments are available if you need support.

Other Discounts Worth Checking

Before or alongside your CTR claim, make sure you're getting every discount you're entitled to:

  • Single Person Discount (25%) if you live alone or only with disregarded adults
  • Severe Mental Impairment exemption if you have a medical certificate and receive a qualifying benefit like Attendance Allowance or PIP
  • Disabled Band Reduction if your home has a feature recognized by the scheme, such as a separate therapy room, an additional bathroom or kitchen, or indoor space for wheelchair use

These statutory discounts reduce your bill before CTR is calculated, so they can significantly increase your final reduction.

If you need help working through Brent's scheme and understanding exactly what you qualify for, our step-by-step Brent Council Tax Reduction guide walks through the full process — including how pension-age and working-age rules interact for mixed-age couples.
