Lambeth Council Tax Change of Circumstances: What to Report and When
Once your Council Tax Reduction is awarded, you're legally required to report relevant changes to Lambeth. The usual deadline is within 21 days, or as soon as reasonably practicable after that if reporting sooner was not practicable. A £70 civil penalty may apply if, without reasonable excuse, a failure to report promptly causes an excess reduction; the council may also recover the excess.
What You Must Report
Under the 2026/27 income-banded scheme, you need to report any change that could shift your income band or alter your household category:
Income changes:
- Pay rise, pay cut, or job change that moves your net weekly earnings into a different band
- Starting or stopping work entirely
- A partner starting or stopping work
- Self-employment income that significantly increases or decreases
Household changes:
- Someone moving in or out (affects non-dependant deductions and potentially your band)
- A child being born or a child turning 18 (changes the earnings thresholds)
- Separating from a partner, or a new partner moving in
- A non-dependant starting or stopping work (changes the deduction from £10 to £16/week, or vice versa)
Capital changes:
- Combined capital reaching £10,000 or above (this ends eligibility for standard working-age CTR)
- Receiving a lump sum — inheritance, redundancy pay, or an insurance payout — if it takes your combined capital to £10,000 or above
Address changes:
- Moving to a different property within Lambeth (requires a new application)
- Moving out of Lambeth entirely (ends your Lambeth CTR)
The 21-Day Rule
Report changes within 21 days beginning on the day the change occurs, or as soon as reasonably practicable after that if you could not report sooner. The clock is tied to when the change happens, not when you receive a payslip or bank statement. For variable earnings, keep the records that show when the change affected your band.
The £70 Penalty
Under the regulations, a £70 civil penalty may be imposed where you fail, without reasonable excuse, to report a relevant change promptly and the failure results in an excess reduction. Lambeth may also recover the excess reduction by adding it to your council tax balance. The penalty is not automatic for every late report.

How to Report
Report changes through your MyLambeth account, where you can update your details and upload any supporting documents (new payslips, updated bank statements). Alternatively, phone the Benefits Service on 034 5302 2312 or email [email protected].
When reporting, include:
- What changed and the exact date it happened
- Your benefit reference number
- Any supporting evidence (new payslip, tenancy agreement, birth certificate)
Changes That Don't Need Reporting
Small earnings fluctuations that keep you within the same income band don't change your award. Report a change that moves your net earnings into another band even if you expect it to be temporary; the reporting rule does not require a sustained shift.
Track Your Changes Systematically
The Lambeth Council Tax Reduction Guide includes a change of circumstances log — a dated record of income shifts, household changes, and when you reported them — so you can demonstrate compliance if the council ever queries your timeline.
