Kirklees Council Tax Reduction for Lone Parents

Lone parents in Kirklees used to be one of the groups protected from the 25% mandatory minimum Council Tax payment. That protection was removed in April 2024, and the change caught many single parents off guard when their bills jumped.

What Changed in April 2024

Before April 2024, lone parents with at least one child under five were classified as a "protected group" under Kirklees's working-age Council Tax Reduction scheme. Protected status meant their CTR was calculated against 100% of the bill — they could potentially receive a full reduction and pay nothing.

The reformed scheme abolished all protected group categories. Since April 2024, every working-age claimant in Kirklees — including lone parents regardless of their child's age — must pay a mandatory minimum of 25% of their Council Tax charge. CTR is calculated against the remaining 75%.

For a lone parent in a Band A property in Huddersfield (annual charge £1,620.13 in 2026/27), the 25% minimum means at least £405.03 per year, even on zero income. That's roughly £33.75 per month that the council won't cover.

The Single Person Discount Still Applies

As a lone parent, you're the only adult in the household. Children under 18 don't count for Council Tax purposes. This means you can claim the 25% Single Person Discount from Kirklees; it is applied before CTR is calculated.

Using the same Band A example: £1,620.13 minus 25% Single Person Discount leaves £1,215.10. The mandatory 25% minimum is calculated on this reduced figure — so you'd pay at least £303.78 per year (about £25.31 per month). CTR covers up to 75% of the £1,215.10, which is £911.33.

If you're on a very low income or receiving Universal Credit with no earnings, you'd receive the full £911.33 CTR and owe £303.78 for the year, payable in monthly instalments.

How to Claim

Apply through MyKirklees or BetterOff Kirklees online. You'll need:

  • Your National Insurance number and Council Tax account reference
  • Proof of income (payslips, UC statement, or a letter confirming zero income)
  • Bank statements for all accounts covering at least two months
  • Proof of your children living with you (child benefit award letter works well)

If you're already claiming Universal Credit, remember that UC does not include help with Council Tax. You must apply to Kirklees Council separately. The DWP's electronic notification to the council doesn't count as a CTR application.

Start and submit the online form within one calendar month to preserve your claim start date. If you take longer, your entitlement begins from the Monday after you finally submit — and you lose the weeks in between.

Childcare and Income Disregards

If you're working, the means test takes your earnings into account net of tax, National Insurance, and half of any qualifying pension contributions. There are also childcare cost disregards that can reduce your assessed income — particularly relevant for lone parents paying for nursery or after-school care while working.

If you or your partner receives PIP, DLA, or Attendance Allowance, those benefits are disregarded as income. Carer's Allowance is handled under separate carer-premium rules, so don't assume it is fully disregarded.

If 25% Is Unaffordable

The mandatory 25% minimum is not negotiable through the standard CTR scheme. But if paying it would cause genuine hardship — you can't afford food, heating, or rent alongside it — two fallback routes exist:

Section 13A(1)(c) discretionary reduction: a written application to Kirklees Council requesting further reduction on hardship grounds. This is discretionary and rarely granted for ongoing costs, but it's worth applying if your situation is severe.

Local Welfare Provision: Kirklees's crisis fund for food, fuel vouchers, and emergency support. Phone 01484 414782 or email [email protected]. This won't reduce your Council Tax bill, but it can free up money elsewhere.

The Kirklees Council Tax Reduction guide includes a worked example for lone parent households and covers the Section 13A hardship application process.
