Documents Needed for Council Tax Reduction in Kirklees

What Kirklees Needs From You

Every Council Tax Reduction application in Kirklees must be backed by supporting documents. Submit the wrong evidence — or not enough of it — and your claim stalls or gets refused. Here's exactly what you need.

Identity and National Insurance

You need at least one of:

  • National Insurance number card or letter
  • Passport
  • Driving licence
  • Official correspondence showing your NI number (DWP letters, HMRC letters)

Your partner's National Insurance number is required too if you're claiming as a couple.

Your Council Tax Account Reference

The 9-digit reference number on your council tax bill. You can also find it on your MyKirklees account or on any previous council tax correspondence.

Proof of Income

What you need depends on your employment situation:

Employed: Your last 5 consecutive weekly payslips or 2 monthly payslips. These must show gross pay, deductions (tax, NI, pension), and net pay.

Self-employed: Trading accounts showing your income and expenses. If you haven't been self-employed long, bring whatever records you have — bank statements showing business income, invoices, expense receipts.

Universal Credit: A full PDF statement from your UC journal. Not a screenshot — the complete statement showing the breakdown of elements (standard allowance, housing, child, disability), earnings reported, and deductions. Kirklees needs the element-by-element breakdown, not just the payment amount.

Other benefits: Award letters for any benefits you receive — PIP, DLA, Attendance Allowance, Carer's Allowance, ESA, pension credit.

Bank Statements

Statements for every bank account, building society account, and investment account held by you and your partner, covering at least the last two months.

This includes current accounts, savings accounts, ISAs, and any other accounts where you hold money. Kirklees uses these to verify your income figures and to check that your total capital is at or below the £8,000 working-age limit.

Online statements are accepted — you don't need to get paper copies from your bank.

Non-Dependant Information

If other adults live in your property (who aren't your partner), you'll need their income details. Non-dependant deductions reduce your CTR award based on what those adults earn.

If the non-dependant refuses to share income details, Kirklees may apply the maximum deduction. It's worth explaining to them that their information only affects your council tax, not their own tax or benefits.

The One-Month Claim and Evidence Windows

If you start and submit your online application within one calendar month, Kirklees can treat it as received on the date you started the claim. Separately, if the council requests evidence, it must be provided within one calendar month of the request, or within a longer period the decision-maker considers reasonable.

Gathering the documents on this list before you start can help you complete the form promptly.

What If You Can't Get a Document

If you genuinely can't obtain a specific document by the requested evidence deadline (waiting for a bank to post statements, for example), contact Kirklees and explain. The decision-maker may allow a longer period if they consider it reasonable.

But don't rely on this — a longer period is not guaranteed.

Getting Organised

A rejected application because of missing paperwork means starting over and losing your claim date. Our Kirklees Council Tax Reduction guide includes a conditional document matrix — it tells you exactly which documents apply to your specific situation (employed, self-employed, UC, disability benefits) so you're not guessing.
