Who Qualifies for Council Tax Reduction in Kirklees

The Basic Requirements

To qualify for Council Tax Reduction in Kirklees, you need to meet three conditions:

  1. You're the person liable for council tax at your address — your name is on the bill
  2. The property is your sole or main home — not a second property or investment
  3. Your income and savings fall within the scheme limits — a means test determines your award

Immigration status matters too. If you're subject to "No Recourse to Public Funds" conditions, you're excluded under national rules.

Working-Age vs Pension-Age: Two Different Schemes

Kirklees runs two separate schemes depending on your age:

Working age (under State Pension Credit qualifying age): The maximum reduction covers 75% of your council tax bill. Everyone must pay at least 25% of the full charge, regardless of income. Your capital must be no more than £8,000.

Pension age (reached State Pension Credit qualifying age): The national prescribed scheme applies. You can get up to 100% reduction, and the savings limit is £16,000 — waived entirely if you receive Guarantee Credit.

If you're a couple where one person is working age and the other is pension age, you're assessed under working-age rules unless the pension-age partner receives Guarantee Credit under transitional arrangements.

The 25% Minimum Payment

Since April 2024, every working-age household in Kirklees must pay at least 25% of their council tax bill, even if they have zero income. This replaced an older system where certain groups were protected from any minimum payment.

For a Band A property in most parts of Kirklees, the full annual bill is about £1,620. The mandatory 25% means you'd pay at least £405 per year — roughly £34 per month — even on maximum reduction.

The Capital Limit

If you're working age, your combined savings, investments, and non-home property must total no more than £8,000. Go above that and you're ineligible — there's no tapering, it's a hard cut-off.

Joint savings with a partner count together. ISAs, premium bonds, stocks, and the value of any property you own apart from your home all count toward the limit.

Pension-age claimants have a £16,000 limit, unless they receive Guarantee Credit, which removes the capital test entirely.

Who Else Can Claim

  • Universal Credit recipients — UC doesn't include council tax help, so you need to apply separately to Kirklees
  • Self-employed people on low net profits — you'll need to provide trading accounts
  • People receiving disability benefits like PIP or DLA — these are disregarded as income in the means test
  • Carers receiving Carer's Allowance
  • Lone parents on low income

Full-time students are generally excluded unless they fall into specific categories like single parents, disabled students, or student couples with children.
