Kirklees Council Tax Care Leaver Exemption: Full Guide
If you left care through Kirklees Council, you won't pay Council Tax until you turn 25. Kirklees operates a 100% exemption policy for care leavers — and it works differently from the standard Council Tax Reduction scheme that everyone else applies through.
Who Qualifies
The exemption applies to anyone aged 18 to 25 who was looked after by Kirklees Council. This means you were in the care of Kirklees children's services — foster care, a children's home, or another care arrangement — and have been identified as a "former relevant child" or "qualifying care leaver" under the Children (Leaving Care) Act 2000.
The exemption covers care leavers living within Kirklees. Your Council Tax bill is reduced to zero through a 100% discount applied directly to your account.
Care Leavers Living Outside Kirklees
If you're a Kirklees care leaver but you've moved to another council area, Kirklees still helps. The policy is that Kirklees Council pays the remaining Council Tax charge after any local reductions or discounts have been applied, up until your 25th birthday.
This means you should first apply for whatever Council Tax support the local council offers. Once your bill has been reduced as far as it can go locally, Kirklees covers the rest. Contact your Personal Advisor in Kirklees Leaving Care Services to arrange this — it's not automatic.
How to Apply
Kirklees says care leavers living in the borough should complete Council Tax Reduction forms; the care leaver exemption is then added to bring the bill to zero.
Ask your Personal Advisor or Kirklees Leaving Care team to help with the forms. If you don't have your advisor's contact details, contact Kirklees Customer Services on 01484 221000.
If you've been sent a Council Tax bill and you know you qualify as a care leaver, don't ignore it. Contact the Leaving Care team and the Council Tax office. Bills continue to accrue and can escalate to enforcement if the exemption isn't applied.

Care Leavers and Council Tax Reduction
Because the care leaver exemption reduces your bill to zero, you don't normally need to apply for CTR on top of it. They're separate mechanisms — the exemption is a discount policy, while CTR is a means-tested benefit.
However, if for some reason the exemption doesn't cover your full bill (unusual, but possible in edge cases involving joint liability), you could apply for CTR to cover the shortfall. The standard means test applies: capital below £8,000, mandatory 25% minimum payment, and the 20% surplus income taper.
What Happens at 25
The exemption ends when you reach 25. If you're still on a low income, apply for Council Tax Reduction separately; it doesn't start automatically. If you use the online form, complete it within one calendar month of starting it to preserve its claim start date.
Plan ahead: start the CTR application through MyKirklees or BetterOff Kirklees shortly before you turn 25, so the transition is seamless.
The Kirklees Council Tax Reduction guide covers the standard application process in detail, including evidence checklists and the one-month portal rule, for when the care leaver exemption ends.
