Kirklees Council Tax Student Exemption and Reduction Rules

Students in Kirklees can qualify for a full Council Tax exemption, but the rules depend entirely on who else lives in the property. A house full of students pays nothing. A student living with a working partner pays something. The distinction trips people up every September.

Full-Time Student Households

If every resident in a property is a full-time student, the household is completely exempt from Council Tax. You pay nothing. This applies to shared student houses, purpose-built halls, and any other dwelling where all liable occupants are enrolled full-time.

For Kirklees Council Tax purposes, a full-time course must involve at least 21 hours of study per week for at least 24 weeks. Part-time students don't qualify for the exemption.

Apply through Kirklees Council's online student discount form. You'll need your term-time address, landlord details, course details, and student or enrolment number.

Mixed Households: Students and Non-Students

When a student lives with a non-student — a working partner, for example — the exemption doesn't apply to the household. But the student is "disregarded" for Council Tax purposes, meaning they're treated as if they don't live there.

If the non-student is the only remaining countable adult, the household gets the 25% Single Person Discount instead. The non-student is liable for the reduced bill, and they may also qualify for Council Tax Reduction if they're on a low income.

Students Who Can Claim CTR

Full-time students are generally excluded from claiming Council Tax Reduction — the government expects student loans and grants to cover living costs. But there are exceptions. You can claim CTR if you're a full-time student and:

  • A single parent with a dependent child
  • Disabled and receiving a qualifying disability benefit
  • Part of a couple where both partners are students and you have a dependent child

If you fall into one of these categories and you're held liable for Council Tax in Kirklees, you can apply through the standard CTR process via MyKirklees or BetterOff Kirklees.

What Happens During Summer and After Graduation

The student exemption covers the duration of your course, including summer holidays between academic years if you're enrolled for the following year. Once your course ends and you're no longer a student, the exemption stops.

Graduation is the critical date. If you finish in June and stay in the property, you become liable for Council Tax from the end of your course. If you were in a student household and you're the last one to leave, the exemption ends when the household is no longer all-student.

Report the change to Kirklees within 21 days. If your income is low after graduation — especially if you're job-hunting — apply for Council Tax Reduction immediately. Remember the one-month completion rule: finish and submit the application within one calendar month of starting it, or your claim start date shifts forward.

Non-Dependant Deduction Note

If you're a full-time student living in a parent's home and they're claiming CTR, you're exempt from the non-dependant deduction. Kirklees won't reduce your parent's CTR because of your presence in the household. This exemption ends the moment you finish full-time education.

The Kirklees Council Tax Reduction guide covers student exemptions alongside the full means-tested reduction scheme, with a checklist for the documents you need in each scenario.
