How to Claim Both NT Rates and Garbage Concessions Without Missing Any Rebates

If you're an NTCS member and you suspect your rate notice only reflects the rates concession but not the garbage rebate, you're not imagining it. The NT Concession Scheme covers both council rates (up to $200 per year) and garbage charges (up to $150 depending on your council area), but they're separate line items in the scheme — and plenty of pensioners claim one while missing the other. The fix is knowing what both deductions should look like on your rate notice and checking each one explicitly rather than assuming a single "concession" entry covers everything.

This is a common problem because the rates concession and garbage concession are administered differently behind the scenes, even though they both flow from the same NTCS membership. The rates cap is uniform across the Territory at $200. The garbage cap varies by council — $46.25 in Darwin, $47.50 in Palmerston, $52 in Alice Springs, $25 in Litchfield, $40 in Coomalie, $120 in West Arnhem, and $150 in Wagait. When your council's rate notice combines rates and waste charges into a single total, the concession breakdown isn't always visible.

Why the Garbage Concession Gets Missed

Three things cause the gap:

The schedule is published separately. The NT Government's council rates concession page on nt.gov.au explains the $200 rates cap clearly. The garbage concession schedule — which lists every council area's individual cap — is on a separate page. Most applicants read the first page, see the $200 figure, and assume that's the full benefit.

Council rate notices vary in format. Some councils (like Darwin and Palmerston) itemise rates and waste charges on separate lines with concession credits visible next to each. Others combine everything into a single "rates and charges" figure with one aggregate concession deduction. In the second format, you can't tell from the bill whether both concessions were applied unless you do the arithmetic yourself.

The initial claim uses a separate reimbursement process. New NTCS members who have already paid their initial rate notice submit the notice, proof of payment, and Vendor Creation Form to the NTCRU. The Unit reimburses the approved rates and regional garbage concessions directly into the member's nominated bank account; check the approved amount against both concessions.

The Verification Process

After receiving your annual rate notice, check these three figures:

1. Identify the rates concession. The rates concession is 62.5% of eligible annual property rates, capped at $200. Your rate notice should show the applicable deduction against the property rates component.

2. Identify the garbage concession. Look for a separate deduction against the waste or garbage charges. The amount should match your council area's cap:

Council Area Garbage Concession Cap (2026/27)
City of Darwin $46.25
City of Palmerston $47.50
Alice Springs Town Council $52.00
Katherine Town Council $45.00
Litchfield Council $25.00
Coomalie Community Government Council $40.00
West Arnhem Regional Council $120.00
Wagait Shire Council $150.00
Victoria Daly Regional Council Contact NTCRU to confirm the current cap
Mataranka (Roper Gulf) $10.37

The NTCS schedule sets a fixed annual credit by council area. If the eligible waste charge is lower than that amount, ask your council rates office how the credit is applied to your bill.

3. Compare against the total. Add the rates concession and garbage concession together. Subtract that total from the gross rates-and-charges figure on the notice. The result should match the net amount you owe. If the net amount is higher than expected, one of the two concessions may be missing.

What to Do If the Garbage Concession Is Missing

If a concession credit is missing, first contact the NT Concession and Recognition Unit (NTCRU) at 1800 777 704 to confirm your active membership and registered property address. Then contact your council's rates office and ask whether it received the NTCRU registration and applied both credits. Continue making scheduled rate payments or establish a formal payment arrangement while the missing credit is investigated.

Have your rate notice, NTCS membership number, and property address ready. Claims for rates or garbage concessions must be lodged within six months of incurring the cost or within the financial year in which it was incurred, whichever period is greater. Who This Is For

  • NTCS members whose rate notice shows a single concession line and who want to verify both the rates and garbage rebates are applied
  • New members who completed the Vendor Creation Form reimbursement and aren't sure whether the garbage concession was included
  • Pensioners in council areas with high garbage caps (Wagait at $150, West Arnhem at $120) where the missed amount is substantial
  • Family helpers reviewing a parent's rate notice and wanting to confirm the deductions are correct
  • Anyone who has been receiving the rates concession for years but has never checked whether the garbage concession is also applied

Who This Is NOT For

  • Renters cannot claim. A person with a formally registered life interest who is contractually responsible for the rates can also apply with supporting documents.
  • Pensioners who have confirmed both deductions are applied on their current rate notice
  • People whose primary concern is rates arrears or enforcement — contact the National Debt Helpline (1800 007 007) for free counselling
  • Homeowners who don't receive any Centrelink pension or qualifying DVA card — the concession requires an eligible payment type

The Bigger Picture

The dual-concession structure is one of several aspects of the NT Concession Scheme where the gap between eligibility and execution costs pensioners real money. The Council Rates Concessions for Pensioners and Carers in the Northern Territory guide includes a Regional Garbage Concession Schedule with every council's cap and a Rate Notice Reconciler worksheet designed specifically for this verification — checking both the rates and garbage deductions against the published caps for your council area.

The guide is an independent publication with no connection to the NT Government, the NTCRU, or any council. Applying for and managing the NT Concession Scheme through the official route is free.

Frequently Asked Questions

Can I claim the garbage concession separately from the rates concession?

No — both concessions flow from a single NTCS membership. You don't apply separately for each one. Check that both credits appear on your rate notice; if one is missing, follow the review steps above.

What if my council's waste charges are lower than the cap?

The NTCS schedule specifies a fixed annual garbage credit by council area, up to the Territory maximum of $150. Contact your council rates office to confirm how the credit is applied when your waste charges are lower than the scheduled amount.

Does the garbage concession apply to private waste collection in remote areas?

No. The garbage concession applies only to waste charges levied by your local municipal council on your rate notice. Private waste collection services arranged independently are not covered by the NTCS.

How far back can I claim a missed garbage concession?

Claims for rates or garbage concessions must be lodged within six months of incurring the cost or within the financial year in which it was incurred, whichever period is greater. Claims cannot be backdated across multiple prior financial years. Contact the NTCRU about a missed claim.

Is the garbage cap the same every year?

No. Council waste charges and the associated concession caps are reviewed annually as part of each council's municipal plan and budget process. The caps listed here are for the 2026/27 rating year. Check the NTCRU's published schedule each year or verify with your council after receiving your rate notice.
