NT Seniors Recognition Scheme — How It Connects to Council Rates Concessions
The NTSRS and NTCS Are Separate Programs
The Northern Territory runs two separate schemes for older and vulnerable residents, and mixing them up is one of the most common reasons people miss out on council rates relief. The NT Seniors Recognition Scheme (NTSRS) gives a $550 annual prepaid card to Territory residents aged 65 and over, regardless of income or assets. The NT Concession Scheme (NTCS) provides targeted bill relief on council rates, garbage, electricity, water, and sewerage — but only to people receiving specific Commonwealth payments.
Turning 65 does not automatically qualify you for council rates concessions. Holding an NTSRS card does not qualify you either. The two programs are administered by the same unit — the NT Concession and Recognition Unit (NTCRU) — but they have completely separate eligibility rules.
Who Qualifies for the NT Concession Scheme
To join the NTCS and claim council rates relief, you need all three of these:
- Australian citizenship or permanent residency
- NT residency for at least 183 days per financial year
- An eligible Centrelink or DVA payment: Age Pension, Disability Support Pension, Carer Payment, Parenting Payment (Single), DVA Gold Card (TPI or War Widow/Widower), DVA Orange Card, DVA Pensioner Concession Card, or Commonwealth Seniors Health Card issued through DVA
A Commonwealth Health Care Card based on low income or JobSeeker does not qualify. Carer Allowance alone does not qualify — you need the income-tested Carer Payment. The NTSRS prepaid card is not a qualifying payment for the NTCS.
What Council Rates Relief You Get
Once you are an NTCS member and have registered your property, you receive two annual credits on your council rate notice:
- Council rates concession: 62.5% of your annual property rates, capped at $200 per household per year
- Garbage concession: a fixed credit that varies by council area — from $10.37 in Mataranka up to $150 in Wagait Shire, with $46.25 in Darwin, $47.50 in Palmerston, and $52 in Alice Springs
These concessions apply per household, not per person. If two eligible people live in the same home, only one concession cap applies to the property.

How to Apply
Contact the NTCRU by phone on 1800 777 704, by email at [email protected], or apply online at the NT Government portal. You will need 100 points of identification, proof of NT residency, and a copy of your Centrelink or DVA card. Processing takes about 20 working days.
If you have already paid your rates in full before the concession is applied, the NTCRU can reimburse you directly into your bank account — you just need to submit your rate notice, proof of payment, and a completed Vendor Creation Form.
Getting the Full Picture
The application process involves multiple steps across both the Territory government and your local council. Our NT Pensioner Rates Concessions guide walks through the entire workflow from NTCS membership to council credits, including the 100-point ID worksheet, the Vendor Creation Form, and the annual renewal calendar that keeps your concessions from being suspended.
