Palmerston Council Rates Concession for Pensioners
Rates Concessions in Palmerston
Pensioners and eligible card holders living in their own home in the City of Palmerston receive two annual concessions through the NT Concession Scheme:
- Council rates concession: 62.5% of annual property rates, capped at $200 per household per year
- Garbage concession: $47.50 per household per year in Palmerston
These credits appear directly on your Palmerston rate notice once the NT Concession and Recognition Unit (NTCRU) confirms your membership and property registration. The concessions are funded by the NT Government — Palmerston Council applies them after receiving notification from the NTCRU.
How to Get the Concession on Your Rate Notice
The application goes to the NTCRU, not to Palmerston Council. Register for NTCS membership by submitting 100 points of identification, your Centrelink or DVA card copy, and proof of NT residency. Once approved, submit your Palmerston rate notice to register your property. The NTCRU then notifies the council.
For new applicants who have already paid their rates in full: submit your rate notice, proof of payment, and a Vendor Creation Form to the NTCRU for a direct bank reimbursement.
Contact the NTCRU on 1800 777 704 or at [email protected].
Palmerston Financial Hardship Options
If the NTCS concession is not enough, the City of Palmerston has its own Rates Concession Policy for residents experiencing severe financial hardship. Options include negotiated payment schedules, interest fee waivers, and discretionary fee reductions. You must claim the NTCS concession first before the council considers additional local relief.
Apply through the official financial hardship form via the Palmerston rates office.
One important detail for Palmerston ratepayers: Section 260 of the Local Government Act 2019 (NT) allows sale of land proceedings for rates unpaid for three or more years. Unpaid rates can be a preferential charge against land. If you are struggling to pay, contact the council early to arrange a payment plan rather than letting arrears accumulate.

Keeping Your Concession Active
The NTCS membership renews automatically for most members through Centrelink and DVA data matching. If the automated check fails, the NTCRU sends a manual renewal form — return it by 30 June, the annual confirmation deadline, to avoid immediate suspension.
If your rate notice arrives without the concession credits, check your NTCS membership status with the NTCRU first, then confirm with Palmerston's rates team that they received the notification.
