Darwin Council Rates Pensioner Concession and Garbage Rebate
How Rates Concessions Work in Darwin
If you are a pensioner living in your own home in Darwin, the NT Concession Scheme provides two annual credits on your City of Darwin rate notice:
- Rates concession: 62.5% of your general rates, capped at $200 per household per year
- Garbage concession: $46.25 per household per year
A typical Darwin homeowner might face general rates of $1,600 and a waste management charge of around $400, making the gross bill $2,000. The 62.5% calculation on $1,600 gives $1,000, but the cap means only $200 is deducted. Add the $46.25 garbage credit and your total concession is $246.25, bringing the bill down to $1,753.75.
These concessions are funded by the NT Government, not the City of Darwin. The council applies them to your rate notice after receiving confirmation from the NT Concession and Recognition Unit (NTCRU).
Applying for Darwin Rates Concessions
You do not apply to the City of Darwin for the NTCS concession. The process starts with the NTCRU:
- Apply for NTCS membership through the NTCRU (1800 777 704 or [email protected])
- Submit your 100 points of ID, Centrelink or DVA card, and NT residency proof
- Once approved, register your property by submitting your Darwin rate notice
- The NTCRU notifies the City of Darwin, which applies the credits automatically
If you already paid your rates in full, submit the paid notice plus a Vendor Creation Form to get a direct bank reimbursement from the NTCRU.
City of Darwin Hardship Relief
Beyond the NTCS concession, Darwin has its own Financial Hardship Support Policy (Policy No. 091) for owner-occupiers who lose income during the financial year. The council can offer:
- Negotiated payment arrangements
- Waiver of interest charges
- A three-month rate waiver for people who lost 30% to 100% of income
- Rate deferral
You need to claim the NTCS concession first. The council considers local hardship relief only after the Territory concession has been applied. Apply through the Financial Hardship Support Application for residential properties, available from the Darwin rates team at [email protected] or 08 8930 0551.

Important Dates for Darwin Ratepayers
Darwin rate notices typically arrive in July or August. If you are already an NTCS member, the concession should appear on the notice automatically. If it does not, contact the NTCRU promptly to check your registration. Do not wait and hope it sorts itself out — claims must be lodged within the financial year in which the cost was incurred or six months after incurring the cost, whichever period is longer.
Most NTCS members renew automatically through data matching. If the NTCRU sends you a manual renewal declaration, return it by 30 June, the annual confirmation deadline; missing it results in immediate suspension of your membership and concession benefits.
Our NT Pensioner Rates Concessions guide covers the entire Darwin application workflow, including a rate notice reconciler that helps you verify the $200 rates credit and $46.25 garbage credit are both applied correctly.
