How to Backdate Lewisham Council Tax Reduction
The Default Backdating Window
Working-age residents in Lewisham can request backdating of up to one month. The council must be satisfied you had continuous "good cause" from the requested date until you made the claim or, if later, the backdating request.
Pension-age claimants have it easier: they can get automatic backdating of up to three months simply by requesting it, no good cause needed. The working-age rules are entirely discretionary.
What Counts as Good Cause
"Good cause" isn't defined in statute — it's a judgment call by the council's benefits team. The kinds of reasons Lewisham's scheme recognises include:
- Serious illness or hospitalisation that prevented you from contacting the council
- Bereavement of an immediate family member
- Wrong advice from an official body — for example, DWP or a council officer telling you that you didn't need to apply separately for CTR
- Mental capacity or communication barriers where no support was available to help you claim
The crucial word is "continuous." You need to show that the reason you didn't claim was present for every day of the backdate period. A week of illness followed by three weeks of simply not getting around to it won't satisfy the test for the full month.
Evidence for Backdating
Lewisham's working-age scheme does not allow backdating beyond one month. The burden of proof sits with you. Hospital records, GP letters, advice agency records, and correspondence showing misleading official guidance can support your request.
Write a clear covering statement that maps each week of the backdate period to the specific reason you couldn't claim. Generic letters saying "I was unwell" without dates or supporting evidence are routinely refused.

How to Request Backdating
Include the backdating request when you first submit your CTR application through the BetterOff portal. There's a section asking whether you want to claim from an earlier date. Provide the specific date you're requesting and upload your supporting evidence at the same time.
If you've already submitted your application without requesting backdating, contact the council's benefits team and make a separate request as soon as possible. Lewisham's scheme allows the backdated period to start no earlier than one month before the claim or later request, and the council must be satisfied that good cause was continuous.
What Happens If Backdating Is Refused
A refusal can be challenged through the standard review process: submit a written grievance to Lewisham Council citing the specific evidence of good cause they didn't adequately consider. The council has 28 working days to respond. If they uphold the refusal, you can appeal to the Valuation Tribunal for England within two months — the appeal is free.
The Lewisham Council Tax Reduction guide includes a backdating good-cause timeline worksheet that helps you document your reasons week by week, plus the exact wording for a written grievance if the council refuses your request.
