How to Backdate Council Tax Reduction in Lambeth

You've been eligible for Council Tax Reduction in Lambeth for months but only just found out. The good news: working-age residents can backdate their claim by up to 13 weeks. The bad news: you need to prove "continuous good cause" for every week you're claiming, and Lambeth applies that test strictly.

The 13-Week Maximum

Working-age backdating is capped at 13 weeks before the date Lambeth receives your backdating request. This means if you submit on 1 November, the earliest your backdated award can start is roughly 1 August. There's no discretion to go further back, regardless of your circumstances.

Pension-age residents have a simpler path: claims are automatically backdated up to 3 months with no explanation needed.

What "Good Cause" Actually Means

Lambeth requires proof that you had a genuine, continuous reason for not applying throughout the entire backdated period. The standard is strict. Acceptable reasons include:

  • Severe illness — a physical or mental health condition that prevented you from managing your affairs, supported by a letter from your GP or hospital consultant
  • Bereavement — the death of a close family member during the backdated period
  • Official misdirection — a local authority officer gave you wrong information that led you to believe you didn't need to apply

Reasons that Lambeth explicitly rejects:

  • Not knowing the scheme existed
  • Financial illiteracy or confusion about the system
  • Simply forgetting to apply

The cause must be continuous — it has to cover every week of the period you ask to backdate. Request a period you can support with a continuous good-cause reason.

How to Submit a Backdating Request

Backdating isn't part of the main CTR application form. You submit it separately through the dedicated online form on Lambeth's portal: "Apply to have your Housing Benefit or Council Tax Support claim backdated."

Include:

  1. Your benefit reference number (starts with 8)
  2. The exact start date you're requesting
  3. A written explanation of your good cause — specific dates, specific circumstances
  4. Supporting evidence: GP letters, hospital discharge papers, death certificates, or written records of any advice you received from a public body

The stronger your evidence, the better your chances. A one-line explanation without documentation is likely to be refused.

If Your Backdating Request Is Refused

You have one month from the date of the refusal letter to request a formal reconsideration. If that's also refused, you can take it to the Valuation Tribunal for England — an independent body that reviews council tax decisions free of charge. You must continue paying your council tax as billed while any appeal is pending.
