Can You Backdate Council Tax Reduction in Bromley? Rules and Good Cause
Bromley's Backdating Limit
Working-age Council Tax Support in Bromley can be backdated by a maximum of one calendar month. That's it. There's no six-month window, no 12-month compassionate extension. One month is the hard ceiling under the local scheme rules adopted in February 2025.
This is stricter than many London boroughs, and it catches residents who assumed their UC claim covered council tax or who simply didn't know the scheme existed. By the time they apply, some earlier council tax may still be due because working-age backdating is limited to one month and requires continuous good cause.
Pension-age claimants have more generous backdating provisions under national rules — up to three months without needing to show good cause.
What "Good Cause" Means
Even within that one-month window, backdating isn't automatic. You must demonstrate "continuous good cause" — a reason that explains why you couldn't have applied earlier, covering the entire period from your requested start date to the day you actually submit.
Bromley accepts good cause for circumstances like:
- Severe illness or sudden hospitalisation where you had no one to act on your behalf
- Recent bereavement of an immediate family member
- Incorrect advice from an official council officer that led you to believe you didn't need to apply
What doesn't qualify: general unawareness that the scheme exists, financial hardship on its own, or being too busy. The council applies these criteria strictly.
How to Request Backdating
Backdating must be explicitly requested — it doesn't happen by default. You can include the request in your initial CTS application or submit it as a separate written request afterwards.
Your request should include:
- The specific dates you're asking to be covered
- A detailed explanation of why you couldn't apply during that period
- Supporting evidence: medical certificates, hospital discharge letters, bereavement documentation, or a record of the advice you were given
Submit via the online portal, by email to [email protected], or by post to the Revenues and Benefits Department at Churchill Court.

The UC-Linked Timing Rule
One backdating scenario works in your favour without needing good cause. If you claimed Universal Credit and then submit your Bromley CTS application within one calendar month of your UC claim date, the council can align your CTS start date with the beginning of your UC entitlement.
This alignment is valuable because UC claims often take five weeks or more to process. During that waiting period, you're liable for full council tax with no support. The one-month alignment rule lets your CTS award cover part of that gap — but only if you file the CTS application within the window.
If you miss the UC one-month window, that aligned start-date route no longer applies. The standard start date is based on when Bromley receives your application; you can separately request working-age backdating of up to one calendar month if you can show continuous good cause.
Advance Claims
If you have a known future change in council tax liability or a planned move date — for example, you're moving into Bromley or starting a tenancy — you can submit a CTS application up to 8 weeks in advance. Entitlement begins on the date your liability starts, not the date you applied.
This is the most reliable way to avoid any coverage gap. Don't wait until you've moved in or your first demand notice arrives.
If Backdating Is Refused
A refusal of backdating is a formal decision that you can challenge through Bromley's internal review process. Submit a written objection under Section 16 of the Local Government Finance Act 1992, explaining why you believe good cause was established.
The council has two calendar months to respond. If they maintain the refusal — or fail to respond — you can appeal to the Valuation Tribunal for England, which is free.
The Bromley Council Tax Reduction Guide walks through the backdating request process with a good-cause checklist and explains the timeline for challenging a refusal.
