How Council Tax Is Calculated in Bournemouth, Christchurch and Poole

The Building Blocks of Your Bill

Council tax in Bournemouth, Christchurch and Poole starts with your property's valuation band, set by the Valuation Office Agency based on 1991 property values. Every domestic property in England sits in one of eight bands — A through H — and the amount you pay scales with the band.

BCP Council then adds together the charges from each precepting authority: BCP Council itself (covering local services, highways, and adult social care), Dorset Police, and Dorset & Wiltshire Fire and Rescue. Some properties also pay a parish or town council precept. The combined total becomes your gross annual charge.

2026-27 Band Charges

For the 2026-27 financial year, BCP Council approved an overall increase of 7.54% once all precepts are included. The average Band D charge is £2,435.58. Here is what each band costs before any discounts:

Band Annual charge Monthly (10 instalments)
A £1,623.72 £162.37
B £1,894.34 £189.43
C £2,164.96 £216.50
D £2,435.58 £243.56
E £2,976.82 £297.68
F £3,518.06 £351.81
G £4,059.30 £405.93
H £4,871.16 £487.12

Each band is a fixed fraction of Band D. Band A is six-ninths of Band D, Band C is eight-ninths, and Band H is eighteen-ninths (double). Your property's band is public record — you can check it on the Valuation Office Agency's website.

How Discounts, Exemptions, and Premiums Affect the Bill

Several discounts, exemptions, and premiums affect your bill before any means-tested support:

  • Single Person Discount — if only one adult counts as resident for council tax, you can claim a 25% reduction. More on this in the single person discount guide.
  • Disabled Band Reduction — if a home is adapted for a disabled resident and meets the qualifying rules, the bill can be reduced as if the property were one band lower.
  • Student exemption — a property where every resident is a full-time student is exempt from council tax entirely.
  • Empty homes and second homes — BCP Council applies a 100% premium to unoccupied, substantially unfurnished homes after 12 months, 200% after five years, and 300% after ten years. Furnished homes that are not a sole or main residence are subject to a 100% premium from 1 April 2025.

These adjustments are applied before means-tested support. The result is your net chargeable liability — the starting point for any Council Tax Reduction calculation.

Where Council Tax Reduction Fits In

Council Tax Reduction is a means-tested benefit that reduces your net liability further. BCP Council operates its own local scheme for working-age residents, capping support at 80% of a Band C equivalent charge. Pensioners fall under a national scheme that can cover up to 100%.

The calculation works in layers: gross band charge → any applicable premiums, discounts, or exemptions → Council Tax Reduction → remaining bill.

If your remaining bill is still unmanageable, BCP's Exceptional Hardship Payment under Section 13A can provide discretionary top-up relief.

Payment Schedules

By default, BCP Council spreads your annual bill over ten monthly instalments from April to January, leaving February and March payment-free. You have a statutory right to request twelve monthly instalments instead, which lowers each payment at the cost of paying through to March.

On a Band B property with a 25% single person discount (net £1,420.76), the difference is:

  • 10 instalments: £142.07 per month
  • 12 instalments: £118.39 per month

To switch to twelve instalments, contact BCP Council directly. The option is available to any council taxpayer — you do not need to be on Council Tax Reduction.

Checking Your Band

If you think your property is in the wrong band, the Valuation Office Agency handles challenges — not BCP Council. The VOA's online proposal process is free and does not require a paid agent. Be aware that a challenge can result in your band going up as well as down.
