How Is Hounslow Council Tax Support Calculated
The Calculation in Four Steps
Hounslow's working-age Council Tax Reduction isn't calculated through the complex means test used by many other councils. The process is surprisingly straightforward once you understand the four steps.
Step 1: Identify your gross monthly earned income. Only employment or self-employment earnings count. Universal Credit, PIP, DLA, Child Benefit, maintenance, and every other form of unearned income is disregarded — completely excluded from the calculation.
Step 2: Apply the child allowance. If you have one child, the income band thresholds shift upward by £10 per month. Two or more children: £30 per month. No children means you use the base thresholds.
Step 3: Find your band. Match your adjusted gross earnings against the threshold table for your household type (single, couple, with or without children). The band determines your support percentage: Band 1 is 75%, Band 2 is 60%, Band 3 is 45%, Band 4 is 30%, Band 5 is 15%. Above Band 5, support is 0%.
Step 4: Apply the percentage to your net council tax bill. If you qualify for a Single Person Discount (25%), that comes off first. The CTS percentage then applies to the remaining figure.
Worked Example: Single Person on UC With Part-Time Work
A single adult, no children, lives in a Band C property (£1,858.09/year, or £154.84/month). They receive Universal Credit and earn £300 per month from part-time work.
- Unearned income (UC): disregarded
- Gross earned income: £300/month
- Household type: single, no children
- Band: £300 falls within Band 1 (£0 – £346.40) → 75% support
- Single Person Discount: 25% off £154.84 = net bill £116.13/month
- CTS: 75% of £116.13 = £87.10 discount
- Monthly payment: £29.03
Worked Example: Couple With Two Children
A couple with two children lives in a Band F property (£3,019.41/year, or £251.62/month). Combined monthly earnings are £1,150.
- Child allowance: 2+ children → thresholds increase by £30
- Household type: couple + 2+ children
- Band: £1,150 falls within Band 5 (£1,082.51 – £1,255.70) → 15% support
- No Single Person Discount (couple)
- CTS: 15% of £251.62 = £37.74 discount
- Monthly payment: £213.87

The Carer Override
If either partner receives Carer's Allowance or the UC Carer Element, the band calculation is bypassed entirely. The household gets a flat 90% reduction regardless of earnings. On a Band C property, that's about £15.48 per month.
Why Online Calculators Get It Wrong
Generic UK council tax calculators usually model the traditional means-tested approach with applicable amounts and excess income calculations. Hounslow's income-banded scheme works differently, so national calculators often produce incorrect figures for Hounslow residents. Free tools like entitledto and Turn2us do model local schemes more accurately, but always verify against the band thresholds published in the scheme document.
Our Hounslow Council Tax Reduction guide includes an income-band calculator worksheet you can fill in with your own figures to find your exact band and monthly payment.
